There have been Chinese in Milan since at least the 1920s. Milan is in Lombardy. https://en.wikipedia.org/wiki/Chinatown,_Milan To put in context, the current People’s Republic of China only dates back to 1949.
The organized crime element has probably been there since the 1920s, as well.
