Draft pollution law seeks to tackle lethal European air
Posted:Wed, 18 Dec 2013 10:25:24 GMT
BRUSSELS (Reuters) – EU policymakers on Wednesday unveiled a draft law to tackle air pollution, which every year is linked to 400,000 premature deaths in Europe and costs of tens of billions of euros.
http://feeds.reuters.com/~r/reuters/environment/~3/-NwuH-PLzpQ/story01.htm

The article says: “The health benefits alone of the proposals will save society 40 billion euros per year, 12 times the cost of pollution abatement, which is expected to reach 3.4 billion euros per year in 2030, the Commission said.

The Commission calculates that adopting its proposed measures would reduce the annual death toll from pollution-related disease by 58,000 by 2030, as well as protecting fragile ecosystems and boosting the clean-technology industry.

But then the article later whines that it will be hard on the EU govs:
But the tighter proposed limits on PM will pose problems for EU governments, many of which have struggled to meet the existing caps. Up to a third of Europeans are exposed to dangerous levels of PM pollution, official figures show.

Comment: What the bleep does that mean? It saves lives, saves medical bills, and boosts sales of clean tech. It means that neither big companies nor individuals want to pay for filtration?

Delhi blanketed in thick smog, transport disrupted
Posted:Wed, 18 Dec 2013 14:39:54 GMT
NEW DELHI (Reuters) – Delhi residents woke on Wednesday to a third day of thick gray smog in one of the worst episodes this year, which disrupted dozens of flights and train services and caused a rash of health complaints.
http://feeds.reuters.com/~r/reuters/INtopNews/~3/mGmlGWiOO54/story01.htm

Do or don’t do! We are tired of hearing that air pollution is bad and killing us — something that some of us knew intuitively from birth– and then nothing done about it! Lethal sounds even worse than killing us! What happened to the various air quality laws? Especially the ones against chimney smoke? It seems some laws, in some countries, have actually been revoked, turning back the hands of time! http://en.wikipedia.org/wiki/Air_quality_law Then they must be enforced, 24/7.

Oh, and then (not in this article) they remind us that inside air is worse, because of the off gassing of various materials, dust mites, mold, viruses, and outside air that is stuck and concentrated inside. What are we supposed to do? Not breathe at all? The pollution can get into our skin by air and water, too.

How come there are issues everywhere with wood burning stoves? Shouldn’t they be made with proper filters according to law? Filters have been around for a long time. And why are people burning down forests instead of using biofuel? Is this prehistoric times? How many are actually burning newspapers, garbage or advertisements? In Europe there are biofuel options. Has all of Europe gotten into the habit of overheating? Once upon a time, not so long ago, in the Nordic areas of Europe they were extremely economical of heat and hot water because the cost of fuel was high. They were pretty frugal on the continent. In much of Europe it really is not that cold in winter and there is no air cooling in summer. There are many cinder block (beton) housing units which hold in heat. With high-rise cinder block (beton) housing, the challenge should be keeping cool in summer and not keeping warm in winter. There is no sense in housing using wood burning heaters in urban areas, such that when one goes out to walk one comes back smelling like a smoked salmon or herring, even when the town produces hydro and is downwind to a few nuclear power plants, and one uses biofuel heat oneself. A little something extra lethal is people walking with their cigarettes leaving a trail of smoke for everyone else instead of smoking themselves. And chimney smoke wafting into one’s residence. Does this make any sense? Something is wrong with this picture.

That’s much of what is wrong with the world, especially the increasingly urbanized world – no respect for one’s neighbors.

In some ways corporate pollution habits are reflective of an overall lack of consideration for the rights of others. An overall lack of civility.

Or, they need to do something the world over, or they need to lie to us like Japanese officials and tell us that it is no problem, and even as some media nit-wits in the US say that radiation is good for you.

Well, tell us that air pollution is good for us (as was actually tried recently by media in China and people got upset) or do something about it! And, promptly! Why did they not address winter air pollution before the winter came? And, they need to enforce the laws which exist!

To tell us it is bad and do nothing makes the health effects worse (Unless they intend for people to stay locked in their homes with a hepa filter air purifier because their selfish or thoughtless neighbors overheat with wood burning stoves or furnaces, and greedy corporations and individuals alike don’t want to install filters on chimneys. Don’t get us going on polluting, noisy, scooters, and polluting vehicles larger than people’s homes. A fan on a hepa air purification filter will probably suck more smoke into the average home. And, they are very expensive. Why does the person wanting clean air have no rights?) They are adding psychological damage on top of the physical damage by telling us it is bad and failing to take action. A very unnecessary source of pollution is fireworks and bonfires, the former of which is mentioned in the article on India, but is also a problem elsewhere.

And people need to make the IAEA and the Japanese gov get a grip on Fukushima and handle that properly. They need to filter the water, tritium and all, and not dump it out incrementally, into the ocean, as the IAEA recently told Japan they can do. Tritium can be processed to helium which could be sold. Japan was looking for someone to do the filtration and then the IAEA came along recently and said it is ok to do a controlled release of tritium! If Fukushima is not handled properly, we may all die promptly, if the ocean plants which emit oxygen are all killed. If that is the case we had better do as the Japanese gov says and smile and think pleasant thoughts: Eat, Drink, and be Merry for tomorrow we die.

If we survive, and there are no changes, we are really moving toward a scenario of total destruction of the commons, where the rich and any plants will be living in bio dome bubbles with filtered air and water, and the poor, the have-nots, will live in the garbage dump commons, where the well to do throw their (toxic) wastes, filtration devices, etc. Those outside of the bio dome will live short lives and die painful deaths of cancer or lung disorders. If you disobey the powers that be, they can cast you out of the biodome. Eventually, there will be no life in the commons and being cast from the biodome, banishment, will be a death penalty. What if economic crisis, losing your job, and home meant not even having access to air to breathe?

Is this the future we want? This is the direction we are headed. Prophecies are based on the current direction. If people change direction, before it is too late, then they change outcome.

Is this what these experiments are really about?

Today’s new post, to counter those who want to say everything’s ok at Chernobyl, radiation is good, etc. https://miningawareness.wordpress.com/2013/12/18/radiation-and-cataracts-in-birds-at-chernobyl/ It really wasn’t so easy to find this very sad info. That itself is mind-boggling. Prior to internet, the challenge used to be finding info. With internet, one has the impression that the challenge is sorting info. But, for some serious topics, like this, the challenge is once again finding the info. That being said, for us, this did not require running from library to library, interviews or going to another country to find info. The wonders of internet. However, for the original researchers, it required going into a dangerous zone at Chernobyl, and risking their health, to get this information out.

Our new post yesterday was: https://miningawareness.wordpress.com/2013/12/17/regulatory-capture-of-the-self-perpetuating-nuclear-industry-in-japan-and-the-usa/

This is SO evil. BP is evil. No getting around that. They don’t want to pay for the mess they have made and are wasting people’s precious time and money to get out from under it. HOUSTON, Dec 17 (Reuters) – BP Plc filed a fraud lawsuit in U.S. court on Tuesday to halt some of the $2.3 billion it set aside to compensate commercial fishermen for losses claimed after the British oil company’s 2010 offshore oil spill, the biggest in U.S. history.

From the Reuters Article:
BP, which still faces potential fines under the Clean Water Act, has filed numerous lawsuits to curb payouts related to the spill after taking provisions for $42.4 billion to cover the clean-up, compensation and fines.

The filing was made in U.S. court for the Eastern District of Louisiana, where a jury could soon reach a verdict in the trial former BP engineer Kurt Mix, who allegedly deleted text messages and voice mails about the estimated size of the spill. He has pleaded not guilty to charges of obstruction of justice.

Independent Scots would face 1.6 bln stg tax shortfall – UK government
Posted:Wed, 18 Dec 2013 00:01:00 GMT
LONDON, Dec 18 (Reuters) – Scottish taxpayers could face an annual bill of 1.6 billion pounds ($2.6 billion) to pay for three policy commitments of the Scottish government if the country votes to leave Britain, the finance ministry said on Wednesday.

Regarding Scottish Independence: If you are from anywhere in the EU and are resident in Scotland, you can vote for if Scotland should leave the UK. If you are Scottish living in England or Europe, you aren’t allowed to vote. http://en.wikipedia.org/wiki/Scottish_independence_referendum,_2014 So, it is pretty clear that the Scottish diaspora, unjustly kicked out, won’t get a say, if those who have recently crossed the border in search of jobs will get no say!
With the way Cumbria is being treating by the UK gov, they should leave the UK, perhaps joining Scotland. The borders regions share cultural continuity, historically. Of course, the UK will not let Scotland leave with the oil and gas.

Opencast mine owners cannot walk away from clean up, court rules
12 December 2013 Last updated at 21:27 GMT

From the article:
This whole saga underlines yet again why Scotland should be drawing a line under the extraction and use of fossil fuels such as coal.”

“The Scottish Opencast Communities Alliance warned the ruling may make little practical difference to the prospects of Scotland’s current abandoned mines being restored”

“…This court decision only stops Scottish-registered companies abandoning mines when they go bust.”

Companies registered in England have always had the legal right to abandon sites, and unfortunately almost the whole of the opencast industry in Scotland is now owned by English-registered companies. So we still have the same problem.

Rebellious Scots to crush
The Battle of Culloden (1746) by David Morier, oil on canvas
The Battle of Culloden (1746) by David Morier, oil on canvas
The National Anthem of ‘God Save the King’ appeared in print in 1745, to a tune by Thomas Arne. It became popular in London theatres in reaction to the Jacobite Rebellion that year. It is said that the song was first sung in support of King George II shortly after he was defeated by Charles Edward Stuart’s Jacobite army at the Battle of Prestonpans. ‘God save our lord the king: A new song set for two voices’ was published in ‘The Gentleman’s Magazine’.

General Wade has the distinction of featuring in its second verse, which is now considered anti-Scottish and is no longer sung.

The words of the offending verse are:
Lord, grant that Marshal Wade
May by thy mighty aid
Victory bring.
May he sedition hush and like a torrent rush,
Rebellious Scots to crush.
God save the King.

Another verse begs Wade to ‘confound their politics, Frustrate their knavish tricks…’ This verse was rewritten to cover all enemies of Great Britain.http://www.educationscotland.gov.uk/scotlandshistory/jacobitesenlightenmentclearances/rebelliousscots/index.asp

Scotland would more likely leave the UK if England had not systematically deported those who rebelled or even protested. They did this to the English too. The premise of the book-movie “Captain Blood” is all too true. A doctor trying to bind the wounds of English rebels gets deported as a slave to the Caribbean. England also outlawed use of bagpipe, gaelic language, as well as dress. So, those attached to the gaelic culture of Scotland were forced into exile. The Highlanders were later deported in a massive land-grab allegedly for sheep but probably for mining:
Dress Act 1746
From Wikipedia, the free encyclopedia
The dress act was part of the Act of Proscription which came into force on 1 August 1746 and made wearing “the Highland Dress” including tartan or a kilt illegal in Scotland as well as reiterating the Disarming Act. The Jacobite Risings between 1689 and 1746 found their most effective support amongst the Scottish clans, and this Act was part of a series of measures attempting to bring the warrior clans under government control. An exemption allowed the kilt to be worn in the army, continuing the tradition established by the Black Watch regiment.
The law was repealed in 1782. By that time kilts and tartans were no longer ordinary Highland wear, ended by enforcement of the law and by the circumstances of the Highland clearances, but within two years Highland aristocrats set up the Highland Society of Edinburgh and soon other clubs followed with aims including promoting “the general use of the ancient Highland dress”. This would lead to the Highland pageant of the visit of King George IV to Scotland…
The Act
Abolition and Proscription of the Highland Dress 19 George II, Chap. 39, Sec. 17, 1746:
That from and after the first day of August, One thousand, seven hundred and forty-six, no man or boy within that part of Britain called Scotland, other than such as shall be employed as Officers and Soldiers in His Majesty’s Forces, shall, on any pretext whatever, wear or put on the clothes commonly called Highland clothes (that is to say) the Plaid, Philabeg, or little Kilt, Trowse, Shoulder-belts, or any part whatever of what peculiarly belongs to the Highland Garb; and that no tartan or party-coloured plaid of stuff shall be used for Great Coats or upper coats, and if any such person shall presume after the said first day of August, to wear or put on the aforesaid garment or any part of them, every such person so offending … For the first offence, shall be liable to be imprisoned for 6 months, and on the second offence, to be transported to any of His Majesty’s plantations beyond the seas, there to remain for the space of seven years
. http://en.wikipedia.org/wiki/Dress_Act_1746
The prohibition included speaking the native gaelic language and playing bagpipes. Contrary to what this wiki article implies, the clearances continued on well after the dress was relegalized. Clearances continued until at least the mid1800s. http://en.wikipedia.org/wiki/Highland_Clearances While the Highlanders were being romanticized in Edinburgh, the real Highlanders, including the elderly and infirm, were being burned out of their homes. If the sick said that they would move when they were well, the English troops threw them out in the ditch, and burned the house. This occurred up to at least the mid 1800s. This wasn’t long ago. Cruel with no mercy.

More endless scandals to run up everyone’s blood pressure:

This first reuters title and some of its content is misleading. The real story is that the big bad Germany companies that supported the Nazis and used slave labor have not had to pay the green tax to subsidize green energy in Germany. THEY, the biggest energy consumers, have been let off the tax hook and the green subsidies have landed on the backs of small businesses and the general public. The EU wants to make the big companies pay into the green fund retroactively since their not paying functions like an unfair tax subsidy. So, how is that undermining green energy? They are also investigating unfair subsidies to the nuclear industry in the UK. Note that the UK says that nuclear “is not affordable without government help”. Government help — that means the taxpayer! Both rulings are due out on Wednesday.

Here’s a huge scandal. A company that leased a US owned nuclear fuel enrichment facility, for about 25 of the 50 or so years it was in existence, recently just handed it back, waste and all, for the US taxpayer or nobody to clean up. It was also hit by a tornado less than a month ago. The company was also building an 80 percent taxpayer funded project, apparently incomplete, which it is handing back to the US gov. It is declaring bankruptcy. According to wikipedia USEC has a bad track record for shutdown at another site:

UPDATE 2-Uranium company USEC says expects to file for bankruptcy
Posted:Mon, 16 Dec 2013 10:14:43 -0500
Dec 16 (Reuters) – USEC Inc, a supplier of enriched uranium for commercial nuclear power plants, said it expected to file for bankruptcy protection as part of a deal with its bondholders, sending the company’s shares down as much as 52 percent.
http://feeds.reuters.com/~r/reuters/basicmaterialsNews/~3/oqk-wlETdvk/usec-bankruptcy-idUSL3N0JV2CI20131216
From the reuters article:
The company said in November that government funding for its $350 million American Centrifuge Project in Ohio would end in January.
The project, which is 80 percent funded by the U.S. Department of Energy (DOE), is designed to produce low-enriched uranium used to make nuclear fuel. It was scheduled to be completed this month.

Articles cited at Wise Uranium about now-bankrupt USEC:
Commercialization of American Centrifuge Plant not economically viable without additional government support
USEC Inc. stated this week that additional government funding might be needed beyond the American Centrifuge Plant’s ongoing research, development and demonstration work to keep the project moving toward full commercial deployment. The company talked about the need in its announcement of third-quarter financial results this week, stating it has been experiencing cost pressures because of delays over time in deploying the centrifuge project amid changing market conditions.
“The economics of the project are severely challenged by the current supply/demand imbalance in the market for low-enriched uranium and related downward pressure on spot market prices for (Separative Work Units, the measure of product produced that is used to fuel nuclear power plants), which are now at their lowest levels in more than a decade,” a news release from the company stated. “At current market prices, we do not believe that our plans for (the American Centrifuge Plant) commercialization are economically viable without additional government support.” (Chillicothe Gazette Nov. 5, 2013)

Our comment: So much for tightening the US budget.
Wise Uranium continues:
U.S. House of Representatives rejects proposal to cut funding for American Centrifuge Plant
The House today overwhelmingly rejected a proposal to strip $48 million from a proposed uranium centrifuge in Piketon, Ohio. The money, tucked into a $30 billion bill for federal energy and water projects, would pay for the completion of a research and development project at a proposed uranium centrifuge in Piketon. (Columbus Dispatch July 10, 2013)
Commercial demonstration cascade of American Centrifuge enrichment plant project completed
On Apr. 3, 2013, USEC Inc. announced that it has completed the construction of its 120-machine American Centrifuge commercial demonstration cascade.
DOE and USEC announce deal to provide more funds for development of American Centrifuge project
After years of waiting, the Energy Department and USEC Inc. have announced a deal that will provide money for a uranium centrifuge plant in Piketon. The announcement came Wednesday (June 13) morning and said the two entities signed agreements to bring $350 million for research and development in the American Centrifuge project in Piketon.
According to the agreement, DOE will provide 80 percent of the $350 million, while USEC will provide the remaining 20 percent, or about $70 million. DOE will provide $88 million in the first year to take and dispose uranium tails from USEC, which will provide $22 million for the first phase. The funding has been approved by the House and the Senate Appropriations Committee, but hasn’t been finalized. (Chillicothe Gazette June 13, 2012)
House Appropriations subcommittee approves $100 million for American Centrifuge project
A key House committee yesterday (Apr. 18) agreed to include $100 million in a spending bill for the struggling uranium-enrichment plant in Piketon, a move that could keep it alive. The House Appropriations subcommittee on energy and water approved spending the money on the American Centrifuge Plant at the request of House Speaker John Boehner, R-West Chester, and Rep. Steve LaTourette, R-Bainbridge Township, according to a Capitol Hill source. The move by the subcommittee is likely to be approved by the full House.
The $100 million is just part of what USEC – a Maryland-based company that would operate the plant – has said it needs to launch the project. USEC had urged the Obama administration during the past three years to approve a $2 billion loan guarantee. (The Columbus Dispatch April 19, 2012)
As expected, President Barack Obama recently signed a six-month continuing resolution on a spending measure that contains an annual rate of funding of $100 million for the ongoing RD&D program. USEC’s cost share is 20 percent of the full RD&D program. (Chillicothe Gazette Oct. 2, 2012)
American Centrifuge project offered short-term funding fix
Federal energy officials have agreed to give USEC access to $44 million in research and development funds needed for its Piketon uranium enrichment initiative. That money is enough to keep USEC’s American Centrifuge Project alive for another few months, buying crucial time for Congress to find another $106 million needed to ensure the technology is viable and push the project toward commercialization.
In a letter to Sen. Sherrod Brown on Friday (Jan. 13), Energy Secretary Steven Chu said his department would assume liability for $44 million of USEC assets in the form of uranium “tails,” a byproduct of enrichment. That will free up money on USEC’s books, allowing the company to continue funding the centrifuge research in the short run. (Chillicothe Gazette Jan. 14, 2012)
U.S. Government to fund further development of American Centrifuge Plant
The Department of Energy said Friday (Oct. 21) that it plans to work with the developer of a uranium enrichment project in southern Ohio on research and development to reduce technical and financial risks that have held up the developer’s application for a $2 billion loan guarantee.
The loan guarantee application from USEC Inc. is still pending. But, the government and the Bethesda, Md. -based developer of the planned American Centrifuge Plant in Piketon have agreed on a potential project that would involve testing and building clusters of machines used to enrich uranium, Richard Kauffman, senior adviser to the Energy secretary told The Associated Press on Friday. The government’s part of the funding of the research and development would be capped at $300 million and would have to be approved by congressional committees. (Washington Post Oct. 21, 2011)”

Information from the US gov regarding the Paducah facility and its lease to the USEC, which is declaring bankruptcy:
DOE leases Paducah processing facilities and other site areas to the United States Enrichment Corporation ( USEC ) for commercial uranium enrichment operations
More than 50 years of uranium enrichment operations and support activities generated hazardous, radioactive, mixed (both hazardous and radioactive), and non-chemical (sanitary) waste. Past operations also resulted in soil, groundwater, and surface water contamination.

Today, DOE’s site missions include environmental cleanup, waste disposition, depleted uranium conversion, decontamination and decommissioning (D&D) inactive facilities, and long-term stewardship.

The 1992 Energy Policy Act created what would become USEC to restructure and transition the government’s uranium enrichment operations to the private sector. Initially, a government-owned corporation, USEC became a private company with the passage of the USEC Privatization Act in 1998. DOE leases Paducah’s enrichment operations facilities to USEC , which is regulated by the Nuclear Regulatory Commission.http://www.pppo.energy.gov/paducah.html

Disaster is about to strike in western Kentucky, a full-blown nuclear catastrophe involving hundreds of tons of enriched uranium tainted with plutonium, technetium, arsenic, beryllium and a toxic chemical brew. But this nuke calamity will be no fluke. It’s been foreseen, planned, even programmed, the result of an atomic extortion game played out between the U.S. Department of Energy (DOE) and the most failed American experiment in privatization, the company that has run the Paducah plant into the poisoned ground, USEC Inc.

We have a new post about Hilda Murrell who was murdered just before testifying against Sizewell Nuclear Power Plant in the UK. She felt that nuclear waste was the Achilles heel of the nuclear industry. Her nephew has researched the case for decades and just published a book recently. https://miningawareness.wordpress.com/2013/12/13/the-murder-of-hilda-murrell-critic-of-uk-nuclear-policy/
The theory that she was murdered because of her opposition to the nuclear industry, and a subsequent coverup, looks especially plausible considering that it was 1) during the Cold War and 2) the current way the UK gov is handling nuclear energy and the dump question. One scenario is that someone was trying to steal her documents and was surprised by her. There were many companies who benefited from the construction of the power plant in question. Many are still benefiting from nuclear (e.g. Areva-French state). Any one of these might have had her murdered.

Here are some recent posts-reblogs about the placing of the nuclear dump in the UK. UK Minister Michael Fallon has testified that the national consultation on the nuclear dump is over, whereas it was extended because they lost an unknown number of submissions. It is still ongoing. The Cumbria County Council voted no against the dump for multiple reasons. So, the UK national gov wants to change the level of government which decides. http://cumbriatrust.wordpress.com/2013/12/11/they-think-its-all-over/ http://cumbriatrust.wordpress.com/2013/12/13/they-think-its-all-over-contd/ https://miningawareness.wordpress.com/2013/12/13/her-majestys-government-plot-cumbrian-nuclear-dump/ https://miningawareness.wordpress.com/2013/12/13/lords-select-committee-treated-to-nuclear-porky-pies-by-michael-fallon-mmm-tasty/ For non-British readers, porky pies are lies.
