Kamala Harris Channels Indira Gandhi’s State of Emergency?

What sort of “democracy” did Kamala Harris learn about walking on the beach with her grandfather in India? Her grandfather served India under Indira Gandhi, as well as Indira’s father Nehru. For almost two years, when Kamala Harris was 11 and 12, India was in a state of emergency, declared by Indira Gandhi, subsequent to findings of electoral fraud. There were mass demonstrations-riots against Indira, and counter-demonstrations. Kamala Harris’ childhood in Montreal and India gave her an easy familiarity with governments declaring states of emergency. She arrived in Montreal a few years after their 1970 October crisis State of Emergency, which saw troops in the streets of Montreal. It was still a topic of concern, when she lived there.

In India, “The Emergency” refers to a 21-month period from 1975 to 1977 when Prime Minister Indira Gandhi had a state of emergency declared across the country. Officially issued by President Fakhruddin Ali Ahmed under Article 352 of the Constitution because of the prevailing “internal disturbance”, the Emergency was in effect from 25 June 1975 until its withdrawal on 21 March 1977. The order bestowed upon the Prime Minister the authority to rule by decree, allowing elections to be suspended and civil liberties to be curbed. For much of the Emergency, most of Indira Gandhi’s political opponents were imprisoned and the press was censored. Several other human rights violations were reported from the time, including a mass forced sterilization campaign spearheaded by Sanjay Gandhi, the Prime Minister’s son. The Emergency is one of the most controversial periods of independent India’s history. Like Kamala Harris, Indira was an upper caste Brahmin. Kamala Harris was probably named for Indira’s mother, Kamala Nehru. Although Kamala Harris is an Iyer and Indira a Kashmiri Pandit, they appear like sisters. People of a certain age know the phrase Indira is India and India is Indira. Kamala is California might work, but Kamala is America does not.

US Congressman Ro Khanna’s grandfather appears to have been close to Indira and was in her Congress Party. He was a member India’s Parliament – maybe in her Cabinet, in the period of the emergency (1971-77). Thus, he apparently voted for the emergency, and to have been in the group, which helped to finally end it. Information on Kamala Harris’ grandfather, PV Gopalan, is sparse, but we know that he worked for the GOI under Indira. Nevertheless, what he was doing during the emergency remains unknown.

However, we do know that in Kamala’s formative years, in Montreal and India, she was surrounded by the concept of State of Emergency, unlike those Americans born and bred in the USA. In India, mob rule appears to have characterized the period. It’s probably Montreal’s October crisis which created the opportunity for her mother to work at Montreal English institutions- The Jewish hospital and McGill.

And, yes, this matters. There’s also a double standard. New Americans, like Kamala Harris, are allowed a tabula rasa, blank slate. When politicians are multigenerational American born and raised, everything is fair game for investigation, going back for generations. The only investigation done of Kamala was a quick glance at her Montreal high school years, by Canadian journalists, and a bit on her Jamaican family history mostly provided by her father, in a Jamaican newspaper. Above all, everyone is ignoring the national security risk that her maternal uncle, G. Balachandran, poses to the United States.
