Rand Paul of Kentucky appears to have been instrumental in the lifting of US sanctions against Rusal (Russia Aluminum), which had been sanctioned. Only Canada and Australia imposed sanctions against Norilsk Nickel.

This news appeared on Ukraine news on November 9th, but it is news from November 5th, and reported in some places on the 8th:
So what are the names of the entities, if any, that were still working with Russia and allegedly banned? Most of these countries restricted such deals with Russia back in February, anyway. “Russian govt prohibits military-technical cooperation with 74 companies from unfriendly countries MOSCOW. Nov 8 (Interfax) – The Russian government has imposed a ban as part of retaliatory sanctions on deals related to military-technical cooperation with 74 organizations from unfriendly countries, according to a statement published on the government’s website… The document to this effect was signed on November 5 and amends the Russian government’s Directive No. 851, dated May 11, 2022… The list of companies targeted by Russian countersanctions includes 21 organizations from Germany, 15 from Bulgaria, 12 from Poland, six from Slovakia, five from Lithuania, four from the Czech Republic, three from the UK and Montenegro each, two from the U.S. and Canada each, and one from Estonia.
