Rand Paul of Kentucky appears to have been instrumental in the lifting of US sanctions against Rusal (Russia Aluminum), which had been sanctioned. Only Canada and Australia imposed sanctions against Norilsk Nickel.

So what are the names of the entities, if any, that were still working with Russia and allegedly banned? Most of these countries restricted such deals with Russia back in February, anyway. “Russian govt prohibits military-technical cooperation with 74 companies from unfriendly countries MOSCOW.
