Sputnik V is a DNA (viral vector) vaccine, which underwent little testing, and which uses the embryonic cell line HEK293 in its production. Furthermore, DNA vaccines are at least as risky as mRNA vaccines, and maybe more so. Putin promoted Covid-19 testing and vaccines and vaccine export, especially to Africa, during the 2021 World Economic Forum.

The estimated $30 billion made from vaccine exports is only for Sputnik V. Due to lack of consistent and reliable data, Anvisa’s Collegiate Board (Dicol) unanimously decided not to authorize the exceptional import of the Russian Sputnik V vaccine. The request was evaluated this Monday (26/4), therefore within of the 30-day period established by the Federal Supreme Court (STF), in a decision handed down by Minister Ricardo Lewandowski.

The decision was made based on data collected and evaluated by the technical teams of the general management of Medicines and Biological Products (GGMED), of Inspection and Sanitary Inspection (GGFIS) and of Monitoring of Products Subject to Sanitary Surveillance (GGMON). The General Management of Ports, Airports and Customs Areas (GGPAF) and the Office of International Affairs (Ainte) also participated in the collection of information.

According to the rapporteur of the case, director Alex Machado Campos, the decision is a portrait of the moment. He highlighted that the Agency is known for providing access to medicines and vaccines and that, at this time of a pandemic, the institution has acted on the limit, but that there is no flexibility in relation to the safety of the products.

The rapporteur also stated that Anvisa’s daily challenge is to establish whether the benefits of vaccines outweigh the risks related to the product. “Safety is an inalienable aspect in the face of risk uncertainty. We got here hand in hand with science and supported by evidence”, said the director.

In its analysis, GGMON reinforced aspects pointed out by GGMED, but drew special attention to the issue of lack of knowledge of short, medium and long-term adverse effects resulting from the use of the vaccine.

Oversight

The Enforcement area also detected a number of issues related to the Sputnik V vaccine, including as a result of an inspection mission sent to Russia. According to the GGFIS, the lack of a technical report on the approval of the product resulted in the need for an on-site inspection to allow the assessment of the manufacturing conditions of the companies involved in the production of the biological pharmaceutical ingredient and the vaccine.

During the visit, no manufacturing conditions were identified that demonstrate that the products are consistently manufactured and controlled, resulting in a product with the required quality for its intended use. GGFIS also reported that, on Russian soil, the inspection team was denied access to the facilities of Gamaleya, the institute that developed the vaccine.

Trust

According to director Meiruze Freitas, society expects Anvisa’s speed and responsibility in the approval that guarantees the quality, safety and efficacy of medicines and vaccines. “I sincerely express here that we are doing everything we can to ensure that vaccines for Covid-19 reach the people of this nation and that they meet the standards of quality, safety and efficacy. Every time a Brazilian or Brazilian, including members of our own family, receives a dose of the vaccine against Covid-19, when their arms are offered, they need to have confidence in the work of Anvisa’s public servants “, said the director. Meiruze Freitas also reinforced that vaccines against Covid-19 are medicines developed and produced to save human lives, so there is a requirement for consistent data about the product. “I really hope that the Sputnik V vaccine process will adapt your information and quickly resolve compliance issues, because millions of people need access to safe and effective vaccines,” she concluded.

Director Cristiane Rose Jourdan Gomes reinforced that the analysis carried out by the technical team does not seem to include the minimum of sufficient data, which contrasts with the numerous existing uncertainties. “In fact, this is a delicate issue, as the availability of yet another vaccine, as long as it is approved by Anvisa, is a priority to compose a range of immunizing agents to combat Covid-19. As an optimist, I hope that, in the shortest possible time, the lack of information from Sputnik V will be overcome”, said Cristiane.

In his speech, CEO Antonio Barra Torres insisted on reinforcing that the institution is respected nationally and internationally and that it will not abdicate its mission. He pointed out that the Agency has already authorized five vaccines, two of them in record time in the world. “But also, within the scope of our competence, we will never allow, without the necessary evidence, that millions of Brazilians are exposed to products without due proof of their quality, safety and efficacy or, at the very least, in the face of the serious situation we go through, a favorable risk-benefit relationship”.

Law

The assessment of the exceptional import request for the Sputnik V vaccine was based on Law 14.124/2021, which determined that entities that request authorization for emergency and temporary use of vaccines against Covid-19 must submit a series of information to Anvisa. Among the requirements is the technical evaluation report, issued by certain international health authorities, capable of proving that the vaccine meets pre-established quality, efficacy and safety standards. In the absence of the technical report, the Agency’s decision period is up to 30 days. The evaluation also follows the rules of the Collegiate Board Resolution (RDC) 476/2021.

Therefore, for director Romison Rodrigues Mota, Law 14.124/2021, which enables and brought into the legal framework the figure of exceptional importation, recognizes the Agency’s competence to evaluate requests of this nature. “We cannot give up our responsibility, the competence of Anvisa to act on issues related to health surveillance, which is the objective of the institution to exist”. Actual integration of viral DNA molecules and of adenovirus vector DNA will likely be chance events whose frequency and epigenetic consequences cannot with certainty be assessed. The review also addresses problems of remaining adenoviral gene expression in adenoviral-based vectors and their role in side effects of vaccines. Eventually, it will come down to weighing the possible risks of genomic insertions of vaccine-associated foreign DNA and unknown levels of vector-carried adenoviral gene expression versus protection against the dangers of Covid-19.… Informing the public about the complexities of biology will be a reliable guide when having to reach personal decisions about vaccinations.

Putin has never hidden his friendship with Kissinger, either. Kissinger played an early role in WEF. Who do Schwab, Kissinger and Putin serve? The first two were born in Germany and Putin served alongside the German Stasi. Kissinger was responsible for opening up US-China relations and Klaus Schwab was in China very early. Germany? China?

Update notes:

The Sputnik vaccine is supposed to have been developed and, in part, produced by a Russian government institution. If true, then the vaccine export profits could be funding the war in Ukraine. That would explain why those sowing distrust in western vaccines suddenly flipped to supporting Russia’s invasion of Ukraine. Foreign vaccines are business competitors. Brazil is using a Chinese vaccine, as well as others. Brazil was alarmed about finding living cold viruses in the Sputnik vaccine vials. Nonetheless, the government was intimidated into approving Sputnik. Both Bolsonaro and Lula have had good relations with Putin.

Reading the following article brings many questions to mind. One is if Russia even developed a vaccine or is buying a vaccine from another party? Are they importing a foreign vaccine for use within Russia and exporting another? An educated guess, based on available information, is that Russia stole the viral vector technology from the UK and/or that they imported vaccines for use by high ranking officials, and rich Russians, and tried to reverse engineer it. The general public and foreign countries were the guinea pigs for the reverse engineered versions. This saved them R&D costs. These are educated hunches, based on over a decade of intermittent research of Putin’s regime, the USSR, and the earlier Russian Empire.
