Debbins was a Russian spy for a quarter of a century. One of the most eye-opening aspects of this case is that Debbins, who called himself a “son of Russia”, became a spy for Russia in the time period when US-Russian relations appeared most warm and cozy (mid-90s). Yet, Russia was still recruiting spies. And, in fact, wasn’t that the best time to recruit? In the mid 90s many Americans did business in Russia and married Russians. Debbins’ mother is from Russia, so he is literally a son of Russia, but so are many Americans – most of whom hopefully love the United States.
The guility plea is from November 18, 2020.
DEBBINS informed RIS that he was a “son of Russia”
Most recently, Debbins reportedly worked “as an Area Studies and Hybrid Warfare instructor for the US European Command (EUCOM) and NATO”. Most likely they are the ones who figured out that he is a spy. It is easier for someone who is foreign born, or born to a foreign born parents, to become a spy, especially if they have remaining ties to their motherland. However, there are multigenerational Americans who become spies (or useful idiots), too, like Congressman Swalwell. But, family connections make it easier. It makes it easier to be a spy on either side. Debbins could have spied on Russia for the USA, instead of spying on the USA for Russia.
The head of National Counterintelligence and Security (NCSC), since the Obama years, William Evanina, has a brother, Stephen, who is a (Russian) Orthodox Priest and a sister, Tanya, who is an FBI agent. Surprisingly, the Orthodox Church of America maintains close ties with Russia. Evanina entered the FBI in the mid-90s (Clinton years). Is this why Evanina pretended that the Hunter Biden story was disinfo and that there was no election meddling?

Debbins had been given a security clearance, whereas members of the US Congress are not required to have them, even though they can access classified information. Like Debbins is a “son of Russia”, Senator Kamala Iyer Harris is a daughter of India. She has remained in contact with India her entire life – even her many years in Canada. Her grandfather and her uncle served the Government of India. She seems to be very close to her aunt and uncle who still live in India, even more so since her mother died. Her uncle studied in the United States, when she was a child. He said that Kamala and his daughter, who lives in the United States, are very close. He has admitted to communicating with Kamala via his daughter – lest communications be hacked. He attended her confirmation to the US Senate, where she lied about his profession – omitting his connections to the government of India and India’s Defence establishment. If she becomes President, she might have access to the USA’s most sophisticated stealth and other weapons tech, which she can give it to her uncle via her cousin. She would have the nuclear codes too. Her uncle works for India’s Defence Establishment/has maintained contacts, and still lives in India. In short, the USA almost certainly would be effectively merged with India. Kamala has a long track record of dishonesty, and her uncle bragged about India deceiving the US government: https://miningawareness.wordpress.com/2020/09/26/kamala-harris-uncle-brags-about-india-deceiving-the-cia-with-nuclear-weapons-tests-kamala-deceives-biden-about-her-uncles-advisory-role-to-indias-ministry-of-defence/ https://miningawareness.wordpress.com/2021/01/07/kamala-harris-uncles-webinar-with-india-govt-funded-defence-institute-about-us-elections-us-india-relations-china-iran-etc-december-29-2020/

“Here is the secret: Like all congressional staff involved in intelligence, military and law enforcement oversight hearings or who are otherwise entrusted to see and handle classified or sensitive documents, I had to go through the full-field FBI investigation. That investigation took months, involved interviews with about 60 people, and – in later years, when in the US military and at State, required regular updating. But the Chairman knows he never held a clearance. Not one. He was never granted one.” See: “Well-Guarded Secret – Security Clearances and Congress” Posted Wednesday, April 3, 2019, By Robert B. Former Army Green Beret Pleads Guilty to Russian Espionage Conspiracy
ALEXANDRIA, Va. – A former Army Green Beret pleaded guilty today to conspiring with Russian intelligence operatives to provide them with United States national defense information.
According to court documents, from December 1996 to January 2011, Peter Rafael Dzibinski Debbins, 45, of Gainesville, a former member of the U.S. Army, conspired with agents of a Russian intelligence service. During that time, Debbins periodically visited Russia and met with Russian intelligence agents. In 1997, Debbins was assigned a code name by Russian intelligence agents and signed a statement attesting that he wanted to serve Russia.
“Our country entrusted Debbins with the responsibility and training to protect it from its adversaries,” said G. Zachary Terwilliger, U.S. Attorney for the Eastern District of Virginia. “Debbins betrayed that trust and betrayed his fellow service members by conspiring to provide national defense information to Russian intelligence operatives. I would like to commend our investigative partners for their steadfast and dogged dedication to bringing Debbins to justice and holding him accountable for his crimes.”
From 1998 to 2005, Debbins served on active duty as an officer in the U.S. Army, serving in chemical units before being selected for the U.S. Army Special Forces. The Russian intelligence agents encouraged him to join and pursue a career in the Special Forces, which he did, where he served at the rank of Captain.
“Debbins today acknowledged that he violated this country’s highest trust by passing sensitive national security information to the Russians,” said John C. Demers, Assistant Attorney General for National Security. “Debbins betrayed his oath, his country, and his Special Forces team members with the intent to harm the United States and help Russia. Debbins’s guilty plea represents another success in the Department’s continuing effort to counter the national security threat posed by our nation’s adversaries, including Russia.”
Over the course of the conspiracy, Debbins provided the Russian intelligence agents with information that he obtained as a member of the U.S. Army, including information about his chemical and Special Forces units. In 2008, after leaving active duty service, Debbins disclosed to the Russian intelligence agents classified information about his previous activities while deployed with the Special Forces. Debbins also provided the Russian intelligence agents with the names of, and information about, a number of his former Special Forces team members so that the agents could evaluate whether to approach the team members to see if they would cooperate with the Russian intelligence service.
“Debbins betrayed this nation and his fellow serviceman, putting Americans and our national security at risk by providing national defense information to Russia’s Intelligence Service,” said Steven M. D’Antuono, Assistant Director in Charge of the FBI Washington Field Office. “Despite being entrusted to protect his colleagues and U.S. national security, he chose to abuse this trust by knowingly providing classified information to one of our most aggressive adversaries. Today’s plea is an example of the zealous pursuit of justice that the FBI and our partners stand for and work tirelessly to achieve every day.”
“President Kennedy called the Green Berets ‘a symbol of excellence, a badge of courage, a mark of distinction.’ Mr. Debbins’ actions were a symbol of betrayal, a badge of cowardice, and a mark of treachery,” said Alan E. Kohler, Jr., Assistant Director of the FBI’s Counterintelligence Division. “He pledged his allegiance to Russia, and in doing so, sold-out his country and fellow Green Berets. This case should serve as a reminder that the FBI and its investigative partners will stop at nothing to hold an individual accountable for their actions.”
Debbins is scheduled to be sentenced on Feb. 26, 2021. He faces a maximum penalty of life in prison. Actual sentences for federal crimes are typically less than the maximum penalties. A federal district court judge will determine any sentence after taking into account the U.S. Sentencing Guidelines and other statutory factors.
Assistant U.S. Attorneys Thomas W. Traxler and James L. Trump, and Trial Attorney David Aaron of the National Security Division’s Counterintelligence and Export Control Section are prosecuting the case.
U.S. Attorney Terwilliger and Assistant Attorney General Demers greatly appreciate the assistance of Army Counterintelligence, the FBI’s Minneapolis Field Office, the United Kingdom’s Metropolitan Police Service, and MI5.

Former Army Special Forces Officer Charged in Russian Espionage Conspiracy
Former Green Beret Allegedly Conspired to Provide National Defense Information to Russian Intelligence
A Gainesville, Virginia, man was arrested today for conspiring with Russian intelligence operatives to provide them with United States national defense information.
According to court documents, from December 1996 to January 2011, Peter Rafael Dzibinski Debbins, 45, a former member of the U.S. Army, allegedly conspired with agents of a Russian intelligence service. During that time, Debbins periodically visited Russia and met with Russian intelligence agents. In 1997, Debbins was assigned a code name by Russian intelligence agents and signed a statement attesting that he wanted to serve Russia.
“Two espionage arrests in the past week — Ma in Hawaii and now Debbins in Virginia — demonstrate that we must remain vigilant against espionage from our two most malicious adversaries — Russia and China,” said John C. Demers, Assistant Attorney General for National Security. “Debbins violated his oath as a U.S. Army officer, betrayed the Special Forces and endangered our country’s national security by revealing classified information to Russian intelligence officers, providing details of his unit, and identifying Special Forces team members for Russian intelligence to try to recruit as a spy. Our country put its highest trust in this defendant, and he took that trust and weaponized it against the United States.”
“Our military is tasked with the awesome responsibility of protecting our nation from its adversaries, and its service members make incredible sacrifices in service of that duty,” said G. Zachary Terwilliger, U.S. Attorney for the Eastern District of Virginia. “When service members collude to provide classified information to our foreign adversaries, they betray the oaths they swore to their country and their fellow service members. As this indictment reflects, we will be steadfast and dogged in holding such individuals accountable.”
“The facts alleged in this case are a shocking betrayal by a former Army officer of his fellow soldiers and his country,” said Alan E. Kohler, Jr., FBI Assistant Director of the Counterintelligence Division. “Debbins is accused of giving Russian intelligence officers sensitive information about the units in which he once served and also providing the names of other service members so Russia could try to recruit them. These actions cannot stand and the FBI will aggressively pursue such cases.”
“According to the allegations, Mr. Debbins knowingly provided information to self-proclaimed members of Russia’s Intelligence Service, the GRU,” said James A. Dawson, Acting Assistant Director in Charge of the FBI Washington Field Office. “As a member of the U.S. Armed Forces, the American people and his fellow service men and women should have been able to trust Debbins with secrets and information. Debbins allegedly fell very short of that and exploited his role in the military and his fellow service members to benefit one of our top adversaries for years. Today’s charges are another example of the dedicated and unrelenting efforts of the FBI and our partners, domestic and international, to aggressively pursue and bring to justice those who violate this sacred trust and place our national security at risk.”
Over the course of the conspiracy, Debbins allegedly provided the Russian intelligence agents with information that he obtained as a member of the U.S. Army, including information about his chemical and Special Forces units. In 2008, after leaving active duty service, Debbins disclosed to the Russian intelligence agents classified information about his previous activities while deployed with the Special Forces. Debbins also provided the Russian intelligence agents with the names of, and information about, his former Special Forces team members so that the agents could evaluate whether to approach the team members to see if they would cooperate with the Russian intelligence service.
Debbins is charged with conspiring to provide United States national defense information to agents of a foreign government. If convicted, Debbins faces a maximum penalty of life in prison. Actual sentences for federal crimes are typically less than the maximum penalties. A federal district court judge will determine any sentence after taking into account the U.S. Sentencing Guidelines and other statutory factors.
John C. Demers, Assistant Attorney General for National Security; G. Zachary Terwilliger, U.S. Attorney for the Eastern District of Virginia; James A. Dawson, Acting Assistant Director of FBI Washington Field Office made the announcement. Assistant U.S. Attorneys Thomas W. Traxler and James L. Trump, and Trial Attorney David Aaron of the National Security Division’s Counterintelligence and Export Control Section are prosecuting the case.
Assistant Attorney General Demers and U.S. Attorney Terwilliger greatly appreciate the assistance of the FBI’s Minneapolis Field Office, and Army Counterintelligence, along with the United Kingdom’s Metropolitan Police and MI5.
An indictment is merely an accusation. The defendant is presumed innocent until proven guilty.
