Even before there was the China Belt and Road initiative, the Chinese government was building critical infrastructure in New York City, including subway ventilation. 
Why are foreign government owned companies allowed to construct critical infrastructure in the United States? Why would state governments, such as New York and New Jersey, allow subway ventilation, bridge control systems, bridges, underpasses, and/or other critical infrastructure, to be built by a foreign country? What could go wrong? Apart from the security aspect, government owned companies competing internationally constitute unfair business practices.
While many in New York and New Jersey lost their jobs or had to close their businesses and were holed up at home due to Covid-19 orders, Chinese government owned China Construction America (CCA) was allowed to work in New York and New Jersey on critical infrastructure. CCA finished the Wittpenn Bridge’s main lift span at the end of September 2020. On October 31, 2020, China Construction America (CCA) finished the Rehabilitation of I-278 Bridges project in New York. These would have been state contracts. So many people staying home allowed them to work more quickly, easily, and with less public scrutiny. Surely the reader recalls the source of Covid-19? Wuhan China, which is why it’s been called things such as Wu-flu, CCP virus, or China virus. On August 28, 2020, the US DoD listed China Construction America as a company with ties to the Chinese military.
“The Chinese of “China State Construction Engineering Corporation (CSCEC)” is 中国建筑集团有限公司. The literal translation of its Chinese name is “China State Construction Group Co., Ltd.”. On 28 August 2020, the United States Department of Defense released the names of companies with ties to the People’s Liberation Army operating directly or indirectly in the United States. China State Construction Group Co., Ltd. was included on the list. In November 2020, Donald Trump issued an executive order prohibiting any American company or individual from owning shares in companies that the United States Department of Defense has listed as having links to the People’s Liberation Army, which included China State Construction Group.” It goes into effect in January 2021. “China Construction America (CCA), founded in 1985, is a subsidiary of China State Construction Engineering Corporation Ltd. (CSCEC).” It appears to be majority owned by China with the balance as shares floated on the stock market. 
At the end of April, China’s Consulate General in New York recognized China Construction America for their “social responsibility” during the Covid-19 pandemic. They “highlighted CCA’s Wittpenn Bridge project saying, ‘Their team adjusted the construction plan immediately by reducing the number of onsite crew to about 40 people, implementing a staff rotation plan and operating dynamically to ensure the work was being conducted safely and efficiently.”  The Wittpenn Bridge project, started in 2011, is federally funded, with some funding from the New York and New Jersey Port Authority. The contract may have been through the New York and New Jersey Port Authority. The head of the port authority is appointed by the Governors, so was probably a Cuomo-Christie appointee at the time of the contract. If it was through the State of New Jersey, alone, then it would be probably be through a Governor Christie appointee.
It is worth noting that New York politicians listed in a May 2017 email as “key domestic contacts” in the joint venture involving Jim Biden; Hunter Biden and CEFC China Energy Co. included Governor Andrew Cuomo; Howard Zemsky, Commissioner of the New York Department of Economic Development and CEO of Empire State Development (ESD); New York Senator Chuck Schumer; NY “Senator Kirsten Gillibrand (D) who served as special counsel to Andrew Cuomo when he was Secretary of HUD”; Mayor Bill de Blasio, and “Maria Torres-Springer, President of New York City Economic Development Corporation”. Senator Kamala Harris and California Governor Newsom are also listed as California contacts. Gavin Newsom is listed as a Hunter Biden friend, and Kamala Harris is a friend of Gavin Newsom, through the Gettys. 
The China Construction America (CCA) finished “the erection and installation of the Wittpenn Bridge’s main lift span, the largest lift span under construction in North America. The team worked two shifts over three days from Sept. 24-26 to complete the work… Located in Jersey City and Kearny in Hudson County, the Wittpenn Bridge serves as a major connector between Routes 139 and 1 and 9T to the east, and the New Jersey Turnpike Interchange 15W and Newark/Jersey City Turnpike to the west.” CCA’s job was “to replace the 90-year-old bridge with a new one south of the existing bridge.”  The CCA web site says that the owner is New Jersey Department of Transportation and that they are the General Contractor for the contract amount of $166 million. It doesn’t detail when they received the contract. Their work included “construction of a new vertical lift span, the associated steel lift towers, control system and approaches.” .
China Construction America (CCA) finished the Rehabilitation of I-278 Bridges project in New York on Oct. 31, 2020, under contract with the New York State Department of Transportation (NYSDOT). This included the rehabilitation of four bridges on the I-278 Expressway on Staten Island and a bridge over the Gowanus Expressway in Brooklyn. 
On August 10, 2011, NYT reporter Kirk Semple pointed out that a Chinese government controlled company was in charge of renovating the Alexander Hamilton Bridge, named after a founding father, who was the United States’ first Treasury secretary. The contract amount that he gave was $407 million  and their web site gave $419 million .
The Alexander Hamilton Bridge is owned by the New York State Department of Transportation. If the contract dates from 2011, then it would be under Cuomo. The project was completed in 2014 for a contract amount of $419 million. According to Chinese Construction America, “The project was the largest contract from the New York State Department of Transportation (NYSDOT) at the time of award. The work consists of rehabilitating and widening a 550-foot-long steel arch main bridge that crosses the Harlem River, eight associated ramps and the interchange bridge sections of I-95 and I-87.” 
In December of 2011, the New York State Department of Transportation gave the Staten Island Expressway reconstruction project to China Construction America. This was under Governor Cuomo. It is part of Interstate 287 and connects Staten Island to Brooklyn and New Jersey. It is “one of the most congested roads in New York City.” The NY State DOT is the owner of the expressway. CCA was the general contractor. The contract amount was $119 million. The project was finished in 2016. 
China Construction America was given its first New York public works contract in 2003 for the renovation of the West Eighth Street-New York Aquarium subway station in Brooklyn. [6, 9] The New York City Subway is owned by the City of New York and leased to the New York City Transit Authority a subsidiary agency of the state-run Metropolitan Transportation Authority (MTA)  George Pataki was Governor of New York and Bloomberg was the Mayor of NYC, at the time. Bloomberg issued bonds for the No. 7 subway line extension in 2006 . China Construction America was responsible for the ventilation shafts of the No. 7 subway line extension, which was a $57 million contract. 
They also got a $94 million contract for the new Long Island Rail Road (LIRR) East Side access terminal underneath the Grand Central Terminal, according to the NYT. And, they’ve gotten several public-housing project contracts in Manhattan and the Bronx.  On August 24, 2019, Cuomo and Metro Transportation Authority officials celebrated the completion of the underpass, which runs underneath the train tracks (part of LIRR’s “Third Track effort”): The LIRR 3rd Track Constructors (3TC) is/was a partnership between China Construction America (Civil), Dragados USA (Spain), John P. Picone and Halmar International Construction. They were given the LIRR Expansion project in December 2017.  So, this seems to be a contract in addition to the original one.
