The media has made no effort, that we have seen, to explain the differences in voting by mail. Thus, people are unable to have an intelligent discussion on the topic, which is the first step in intelligent decision making.

It’s clear that mailing ballots to all voters will result in many being sent to places where the voter no longer lives, and many will end up in trash cans. And, yes, it is possible that when ballots arrive, people will look in the garbage for blank ballots.

Absentee means that people request them, and give an updated address.

According to White House Deputy Press Secretary, Judd Deere, “The President supports absentee voting, not universal mail-in voting…” as reported by CNN and NBC news, but not reflected in their titles, which seem to conflate absentee and universal mail-in. Is this by laziness, ignorance or design?

The need for witnesses and/or a notary for absentee voting may be a bigger health danger than in-person voting, depending. The notary involves a fee, which may be steep. Republicans should benefit from no witness absentee because of older voters, who would be at risk with either witnesses or walk-in voting.

Rhode Island explains that signing the ballot-security envelope is enough:
Rhode Island “dropped a rule that required a voter to have two witnesses or a notary affirm an absentee ballot. A federal court allowed this change, but the national Republican Party would like the Supreme Court to intervene and stop it…” Rhode Island secretary of state Nellie Gorbea says “the witness requirement is unnecessary because the real security of the mail ballot is the signature itself and the verification process of the signature on that application process. So when you apply for a mail ballot in Rhode Island, your signature on that application is verified at the local level… So that is the real security of the mail ballot system. There is also the need for no excuse absentee:
