Local government controls local law enforcement, meaning that it is subject to local electoral control, and officers are from the local area. County sheriffs are directly elected. Local law enforcement is the foundation of a democratic society, whereas centralized state and especially federal law enforcement opens the door to authoritarism and is the foundation of dictatorship. This is even more the case in a large country like the United States. It is because US law enforcement is so decentralized, that it is unfair to describe local police as a monolith. One corrupt police department doesn’t mean all police departments are corrupt. And, even in corrupt police departments, there can be good individual police officers.
“Operation Legend will combine federal and local resources to combat the disturbing uptick in violence by surging federal agents and other federal assets into cities like Kansas City, a city currently experiencing its worst homicide rate in its history,” said Attorney General Barr.” (US DOJ, July 8, 2020)
By glorifying a criminal, and apparent gang member, Rayshard Brooks, and demonizing all local law enforcement, Atlanta Mayor Keisha Bottoms, the media, many politicians and much of the country (#Defund the Police, etc.) gave the green light to criminal gangs, while putting a target on the back of local law enforcement. We pray that Biden doesn’t choose Bottoms as VP (nor Kamala Harris).
It has been clear, from the beginning, that defunding the police would eventually lead to occupation by federal forces, as chaos and violence ensued. Giving criminal gangs the green light made it happen sooner. It has also appeared clear that the “protester”-rioters have been seeing exactly how much they can get away with and police reaction. When a group of mostly white people tried to take control of a major Mississippi River Bridge in majority black New Orleans and faced off a majority black police department, this could not honestly be classified as peaceful protest and appears a sort of urban warfare by unknown actors. Occupying interstate highways, which were designed to mobilize military in a national emergency, is both illegal and is warfare – not protest.
It’s local law enforcement who have the ability to protect against dictatorship – the only hope. While Federal agents can investigate corrupt local police and sheriff departments, the Feds aren’t supposed to be responsible for day-to-day local policing. Federal, State, and local governmental levels are supposed to help provide a sort of checks and balances.
The Atlanta PD knew for 45 minutes that a new roadblock had been put up near Wendy’s on University before unknown assailants (apparently African-American, based on surveillance video) opened fire upon a vehicle and killed an 8 year old African-American girl. APD met the family at the hospital – not on site. Police can show up for work, but slow walk arrival to sites of violence. It’s called a “slow-down”, when it’s in industry. Even though the Georgia Department of Public Safety was attacked, Mayor Bottoms pretends that the Georgia Governor sending in the Georgia National Guard is unnecessary.
As was pointed out in Officer Rolfe’s bail hearing, Rayshard Brooks punched Officer Rolfe in the face; stole Officer Brosnan’s taser; and fired the taser at Officer Rolfe. It is a felony to take a weapon from a police officer; Brooks as a convicted felon wasn’t supposed to be in possession of a weapon, not even a taser. Rayshard was shot in the left butt, as well as his left back – suggesting that his butt was targetted. Rayshard had his right arm twisted back and tased Officer Rolfe as they both ran. Rayshard “Brooks had a bullet entry wound to the left side of the middle of his back and an entry wound to the left buttock“, according to the autopsy report, as reported by CNN: http://archive.vn/73kGi The bullet in the left butt was attested to by Officer Rolfe on site and even the prosecutor from the DA’s office had to admit that this was the case. You can be 100% certain that #Defund the Police, as well as the #”Black Lives Matter”, has been amplified, and maybe created, as part of nefarious “active measures”. In 2016, BLM and police brutality topics were amplified by Russian Active Measures, according to the US Senate Intel report. It also appears clear that all of the things that InfoWars, etc., claimed that Obama was going to do were actually what they intended Trump to do.

Attorney General William P. Barr Announces Launch of Operation Legend
Today, Attorney General William P. Barr announced the launch of Operation Legend, a sustained, systematic and coordinated law enforcement initiative across all federal law enforcement agencies working in conjunction with state and local law enforcement officials to fight the sudden surge of violent crime, beginning in Kansas City, MO. Operation Legend was created as a result of President Trump’s promise to assist America’s cities that are plagued by recent violence.
Operation Legend is named after four-year-old LeGend Taliferro, who was shot and killed while he slept early in the morning of June 29 in Kansas City, the latest in a string violence to plague Kansas City in recent weeks. Kansas City has already reached 100 homicides this year, a 40 percent increase from last year. http://archive.vn/ZJrxS
“President Trump has made clear: the federal government stands ready and willing to assist any of our state and local law enforcement partners across the nation responding to violent crime. Operation Legend will combine federal and local resources to combat the disturbing uptick in violence by surging federal agents and other federal assets into cities like Kansas City, a city currently experiencing its worst homicide rate in its history,” said Attorney General Barr. “The Department’s Operation Legend is named in honor of one of Kansas City’s youngest victims, four-year old LeGend Taliferro who was shot in the face while sleeping in his bed. LeGend’s death is a horrifying reminder that violent crime left unchecked is a threat to us all and cannot be allowed to continue.”
As part of Operation Legend, Attorney General Barr directed federal agents from the FBI, U.S. Marshal Service, DEA and ATF to surge resources to Kansas City in the coming weeks to help state and local officials fight the surge of violent crime. They will be working alongside state and local law enforcement agencies. Department of Justice assets will include over 100 FBI agents, U.S. Marshals, DEA agents, and ATF agents.
In addition, Timothy A. Garrison, U.S. Attorney for the Western District of Missouri will be surging additional resources from his office to ensure he is able to handle an anticipated increase in prosecutions.” https://www.justice. gov/opa/pr/attorney-general-william-p-barr-announces-launch-operation-legend
The study, below, found that regular investigations improved policing-reduced crime. However, investigations which followed viral deadly force events led to an increase in homicides and felonies, apparently because policing decreased. This isn’t surprising. It’s used in industrial settings instead of strikes. It’s called a “slow-down”.
