The New York Times article mentions that Kushner was part of the 2016 Trump Tower meeting with the Russian lawyer, and that he had met with the Russian ambassador, as well as the head of a Russian government owned bank. He failed to put this on his security clearance form.

On Jan. 24, 2019, US Congressman “Elijah E. Cummings, the Chairman of the Committee on Oversight and Reform, issued the following statement in response to breaking news that a supervisor overruled two career officials who recommended against granting Jared Kushner a top secret security clearance based on foreign influence concern. “Yesterday, I launched a wide-ranging investigation of the White House’s security clearance process based on a series of grave breaches over the past two years. My request letter to the White House explicitly covers Mr. Kushner, and we expect the White House to produce all of the documents and interviews we requested to determine if tonight’s breaking story is accurate. The system is supposed to be a nonpartisan determination anindividual’s fitness to hold a clearance, not an ad hoc approach that overrules career experts to give the President’s family members access to our nation’s most sensitive secrets.” https://oversight.house.gov/news/press-releases/cummings-issues-statement-on-news-about-jared-kushner-s-security-clearance
US Congressman “Cummings Issues Statement on Report That President Trump Ordered Approval of Jared Kushner’s Security Clearance
Feb 28, 2019 Press Release
Washington, DC (Feb. 28, 2019)—Today, Rep. Elijah E. Cummings, the Chairman of the Committee on Oversight and Reform, issued the following statement after the New York Times reported [1] that President Donald Trump pushed for his son-in-law and senior advisor, Jared Kushner, to receive a security clearance despite numerous red flags:
“The security clearance process is supposed to function in an even-handed and neutral manner based on the national security interests of the United States. This latest report indicates that President Trump may have granted access to our country’s most sensitive classified information to his son-in-law against the advice of career staff—directly contradicting the President’s public denials [2] that he played any role. Our Committee launched a wide-ranging investigation [3] of the White House security clearance process on January 23. In a letter to the White House [4] , I requested specific documents and interviews relating to Mr. Kushner’s clearance and a number of others. To date, the White House has not produced a single document or scheduled a single interview. The Committee expects full compliance with its requests as soon as possible, or it may become necessary to consider alternative means to compel compliance.”
