The burden of higher insurance prices caused by Donald John Trump and his Medicare-Medicaid Administrator, Seema Verma, will likely fall upon the middle class, who aren’t eligible for subsidies, and the taxpayer. Since neither the very poor, nor the very rich pay much tax, the burden will fall upon the middle class, period.
According to the New York Times: “Health Insurers Warn of Market Turmoil as Trump Suspends Billions in Payments“: “The payments shuffle money among insurers, from those with healthier customers to those with less healthy members who have a higher risk of using costly medical care.” Costs to taxpayers may increase “because the government provides subsidies that increase along with premiums. Those premium subsidies, for low- and moderate-income people, will continue…” https://www.nytimes.com/2018/07/07/us/politics/trump-risk-adjustment-payments-obamacare.html
According to VOA: “The brunt of higher prices would fall on solid middle-class consumers who are not eligible for the income-based subsidies. Many of those are self-employed people and small business owners, generally seen as a Republican constituency“. The only real true solution, of course, is caps on charges by doctors and hospitals, as in Canada. The doctors are still upper middle class there.

Verma last year: “New Medicaid chief urges states to charge premiums, prod recipients to get jobs” https://www.washingtonpost.com/national/health-science/on-first-day-in-office-new-medicaid-chief-urges-states-to-charge-premiums-prod-recipients-to-get-jobs/2017/03/15/8d36c480-0928-11e7-a15f-a58d4a988474_story.html
More about Verma: “In 2014, an article in The Indianapolis Star raised concerns over a potential conflict of interest arising from Verma’s dual roles as both a health care consultant for Indiana and an employee of a Hewlett-Packard division that is among Indiana’s largest Medicaid vendors. As of 2014, SVC Inc. had been awarded over $3.5 million in Indiana state contracts. Verma was concurrently employed with Hewlett-Packard, earning over $1 million during a period when the company had secured $500 million in state contracts.
Verma was a participant in the Republican Governor’s Public Policy Committee on Medicaid reform. She contributed to the report A New Medicaid: A Flexible, Innovative and Accountable Future. Verma has also presented to the Medicaid Task Force of the Committee on Energy and Commerce and provided testimony before the U.S. House Energy Subcommittee on Health.”

Considering that Trump UN Amb Nikki Haley’s father and nuclear waste can vendor Kris Singh (Holtec) are apparently from the same village, is Seema Verma kin to Obama era Ambassador to India Richard Verma? India signing the CSC (Convention on Supplementary Compensation) was pushed for by the US-India Business Council when Indo-American Richard Verma was their lobbyist. It finally was ratified a little over a year after Verma became US Ambassador to India. It makes the US liable in the event of a serious nuclear accident in India, even if the equipment was sold by Russia, France, or other parties outside of the convention. If the US pays for a nuclear accident in India, will it have money for a nuclear accident in America? https://miningawareness.wordpress.com/2016/12/31/nuclear-convention-on-supplementary-compensation-csc-does-not-protect-people-in-india-or-elsewhere/
Immigrants have historically brought in family members. However, the populations of these historic extended families-villages were nothing like the population of India.
