Catalan President To Speak Before The Catalan Parliament: Will Independence Be Declared? Elections Called? Both?

On Wednesday afternoon, (16.56, 25-10-2017) it was announced that the President of the Government of Catalonia, Carles Puigdemont, would speak [intervene] during the [Catalan] Parliament’s plenary session on the threatened application of Article 155 of the Spanish Constitution by Spain and its possible effects. The plenary session begins at 5 pm. [11 am US EDT].

CatalanNews explains that “When the Spanish Senate meets on Thursday and Friday to debate the implementation of Article 155, and thereby begin the process of suspending Catalonia’s self-government, it will do so without the presence of president Carles Puigdemont…. Instead, Puigdemont will attend the Catalan Parliament’s plenary session that begins on Thursday to debate the repercussions of Article 155.” They further explain that President Puigdemont has three options. He can “declare independence, declare independence and call Catalan elections, or just call an elections“. The plenary session of the Catalan government is to begin with short interventions from the representatives of Together for Yes [ Junts pel Sí ] and the CUP, who will explain the reasons that they requested the plenary session. Afterwards, the President of the Generalitat [Catalan Government] will speak without time limits. After he has finished speaking, the spokespersons for the parliamentary groups will have a half hour each to respond. The motions for resolutions that come out of this debate are scheduled to be voted on Friday. El president de la Generalitat, Carles Puigdemont, intervindrà demà, dijous 26 d’octubre, al ple del Parlament sobre l’aplicació de l’article 155 de la Constitució espanyola a Catalunya i els seus efectes possibles.
 
El ple començarà a les 17 hores i, d’acord amb el reglament, es pot iniciar amb la intervenció d’un representant dels grups proposants per un temps màxim de trenta minuts per exposar els motius de la sol·licitud. A continuació intervindrà, sense límit de temps, el president Puigdemont, i, si és el cas, els membres del Govern a qui ho encomani.
