According to Reuters, 15 Sept, 2016, “Britain approves nuclear plant, easing Chinese, French ties“. Why are Chinese and French ties more important than the British people and the environment?

Did UK Prime Minister May bend to Costain’s will in allowing EDF’s new Hinkley Point Nuclear Power Station to move forward? In our opinion, predictably so. More than anything, nuclear new build is about large construction projects, which is why no one cares if they are ever completed, nor the cost overruns. More broadly, it is about a lack of vision, without which we will all perish.

For the Hinkley Nuclear new build Project (Hinkley C), Costain, in Theresa May’s constituency, was chosen to construct the cooling water tunnels – 9 km of tunnels under the Severn Estuary.

The delay by PM May was probably related to an attempt to get funding from a source other than China, such as Japan. The Prime Minister may well have had qualms about Chinese involvement in the project.

This major infrastructure project for Costain appears to have trumped her personal opinion, ethics and common sense. In 2006, Prime Minister Theresa May decried unfair subsidies for new nuclear power stations: “But the Government could do far more to promote green energy, rather than giving unfair subsidies to new nuclear power stations.” In the same statement she said that she welcomed “that the Government has responded to cross-party pressure to make it easier for homes in Maidenhead and across the country to install renewable energy like solar panels or mini-wind turbines. Theresa Mary May (born Braiser) “is the Prime Minister of the United Kingdom and Leader of the Conservative Party. She has also been the Member of Parliament (MP) for Maidenhead since 1997“.
https://en.wikipedia.org/wiki/Theresa_May Note her French maiden name, though this probably dates to the Norman Conquest.

Costain may well be one of the reasons for her support of the renewal of Trident: “Theresa May: It would be irresponsible to scrap Trident“, 18 July 2016 http://www.bbc.com/news/uk-politics-36820416

Most people lack a vision of an economy based on anything other than large infrastructure projects and military. Costain is also close to the Ministry of Defence, including nuclear defence. It is, in short, part of the military industrial complex.

Costain Group plc is a British construction and civil engineering company headquartered in Maidenhead. It was part of the original Channel Tunnel consortium and is involved in Private Finance Initiative projects… Costain’s activities are organised into two operating divisions: Natural Resources (water, waste, nuclear process and oil & gas), Infrastructure (highways, rail, power and airports)“. https://en.wikipedia.org/wiki/Costain_Group http://web.archive.org/web/20160804084735/http://costain.com/what-we-do/nuclear/defence/ http://web.archive.org/web/20160804090516/http://costain.com/what-we-do/nuclear/new-build/

For Hinkley C: “Marine Works (Costain) – This work involves the construction of the main cooling water tunnels and associated sea bed structures along with onshore connecting galleries. Pre-cast components will be fabricated off site. Three large tunnel boring machines will be used to create the 9 km of tunnels under the Severn Estuary.http://web.archive.org/web/20150507070655/http://www.hinkleysupplychain.co.uk/construction-works-packages/

Why can’t Costain make enough money with this large renewable infrastructure project?

Costain also works “within the defence sector, particularly in delivering support to nuclear programmes. http://web.archive.org/web/20160804084735/http://costain.com/what-we-do/nuclear/defence/

Maidenhead is also near to the AWE (Atomic Weapons Establishment), a large employer. However, the Nuclear Information Service has recently explained that there is plenty of work on site (as is also the case at old US nuclear sites and the UK’s Sellafield and Dounreay) without keeping Trident nuclear weapons and they discuss the possibility of transition to other activities. Theresa May is not the first politician with an apparent conflict of interest regarding Hinkley Point C Nuclear Power Station:

There were two heads of the former Dept. of Energy and Climate Change which had apparent conflicts of interest and these were personal ones, as opposed to electoral ones:

Amber Rudd: https://miningawareness.wordpress.com/2016/02/16/uk-nuclear-beauty-pageant-scheme-more-than-sheer-madness-rudd-conflict-of-interest/

And Ed Davey: “Davey’s older brother, Henry Davey, is a corporate partner and energy expert at Herbert Smith, a leading London law firm with a longstanding relationship with nuclear giant EDF Energy and close links to energy companies such as Centrica and BP. The firm is a member of the Nuclear Industry Association lobby group. Its website declares it is ‘proud to be at the vanguard of next generation nuclear in the UK’.” Henry Davey has been reportedly involved in briefing reports on Feed-in Tariff cuts for solar power and UK electricity market reforms. http://powerbase.info/index.php/Ed_Davey

LONDON, Sept 15 (Reuters) – Britain gave the go ahead on Thursday for a $24 billion nuclear power plant, ending weeks of uncertainty that strained ties with China and France and put a question mark…

Not only has the UK sold its nuclear power stations to French government owned EDF, but they have sold their Government Pipeline and Storage System to a Spanish Company! Behind the Spanish company are other players including German Deutsche Bank and a company from Oman: https://en.wikipedia.org/wiki/Compa%C3%B1%C3%ADa_Log%C3%ADstica_de_Hidrocarburos Until recently, Costain operated the GPSS on behalf of the government.

If you are the mother of a UK government official, beware! They will sell their own mothers if they can. Indeed, they have sold out the national security of mother Britain.

According to this history forum, the GPSS serves the AWE and common sense suggests that it would: https://web.archive.org/web/20160915111833/http://www.kenthistoryforum.co.uk/index.php?topic=15988.0 The government appears to deny this, however.

Aldermaston PSD (Petroleum Storage Depot)
The facility at Silver Lane, Padworth is Aldermaston Petroleum Storage Depot (PSD)…  Aldermaston PSD consists of a number of sites,… The principal activities at Aldermaston PSD are to receive, store and distribute aviation fuel… Aldermaston PSD has no relationship with AtomicWeapons Establishment (AWE) Aldermaston.https://www.whatdotheyknow.com/request/108853/response/269659/attach/html/3/20120330%20FOI%2012%2003%202012%20105939%20012%20Jack%20OPA%20Final%20Replu%20U.pdf.html https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/494530/FOI2015-08726-The_sale_of_the_Government_Pipeline_and_Storage_System__GPSS_.pdf

In February 2012, Costain was awarded a three year contract to operate and maintain the GPSS on behalf of the OPA. In August 2014, the contract was extended for a further year, until April 2016. In May 2012 the UK Government announced plans sell all or part of the GPSS and legislation to enable it to do so was included in the Energy Act 2013.” https://en.wikipedia.org/wiki/Oil_and_Pipelines_Agency

On 20 March 2015: “The Ministry of Defence (MOD) has signed a contract to sell the Government Pipeline and Storage System (GPSS) to Compañía Logística de Hidrocarburos (CLH) of Spain for £82 million. The contract also protects the future supply of aviation fuel to both the military and commercial airlines in the UK… The GPSS fuel storage and distribution network supplies aviation fuel to UK military bases, including those supporting US visiting forces, and the UK civil aviation sector. As part of the sale, an enduring contract has been agreed between the Secretary of State for Defence and CLH which will protect the GPSS supply of aviation fuel to the military, while also protecting our national civil resilience.https://www.gov.uk/government/news/mod-sells-the-government-pipeline-and-storage-system-for-82-million

GPSS technical and contractual activities
The Agency continued its programme of inspection and repair of bulk fuel storage tanks, terminal pipework and cross-country pipelines to ensure the operational integrity of these assets into the future. The Agency has also initiated a major review of the GPSS operation and maintenance contract strategy resulting in a move to a single contract agreement with Costain Group Plc from 2 April 2012. it is anticipated that this will result in reduced Operational and Maintenance expenditure in future years.

Costain apparently has held on to Operations and Maintenance Services in the transition period but it seems is about to lose it, although the statement is couched in strange terms of “excitement” for those working for Costain. Excited to lose their jobs? Or are they going to work for the Spanish Co.?

Costain was allegedly involved in blacklisting of workers: “The claims were brought against the companies Carillion, Balfour Beatty, Costain, Kier, Laing O’Rourke, Sir Robert McAlpine, Skanska UK and Vinci.
