“Federal Law prohibits discrimination against disabled persons. According to 29 U.S.C. 794, no person, solely by reason of their handicap, may be subjected to discrimination by any program or activity which receives federal funds. Since most of the entities involved in evacuating a population receive federal funds, it would be a contravention of federal law MA and NH to effectuate a plan that wholly ignores persons solely by reason of their handicapped status.
According to the emergency evacuation plan created by the owners of the Seabrook nuclear power plant in NH, the young, the old, and the physically and mentally disabled are left to fend for themselves in some bizarre Darwinian version of Survival of the fittest. People who are frail, ill, helpless, and people with special needs will be a larger part of any group which ends up being sheltered indefinitely rather than evacuated with the general population… such plans assume these valuable members of our communities are expendable, a discriminatory policy which violates their civil rights.” ” (Stephen B. The nuclear industry, of course, causes cancers and other genetic defects…. The nuclear industry and their lackey “regulators” clearly want people to die painful deaths from cancer-radiological poisoning. “Mercy killings” are not yet widely available, but can be expected if the nuclear industry isn’t shut down, and the nuclear waste operators brought to heel-replaced. However, Swiss experience suggests that these “mercy killings” don’t always go so painlessly. Probably an in-depth reading of Nazi history would show that this was the case then. The Swiss, of course, are the ones who kept Hitler in business (See the Bergier report). Screw-ups have been reported in these Swiss killings, just as there have been on death row in the US.
“In December 1946 an American military tribunal (commonly called the Doctors’ trial) prosecuted 23 doctors and administrators for their roles in war crimes and crimes against humanity. These crimes included the systematic killing of those deemed “unworthy of life”, including the mentally disabled, the institutionalized mentally ill, and the physically impaired.” https://en.wikipedia.org/wiki/Action_T4
“The new data confirm embryonic susceptibility to the lethal effects of irradiation in the pre-implantation period of embryonic developments. At doses under 100 mGy, such lethal effects will be very infrequent. (95) In respect of the induction of malformations, the new data strengthen the view that there are gestational age-dependent patterns of in-utero radiosensitivity with maximum sensitivity being expressed during the period of major organogenesis.” (ICRP, 103, 2007, p. 57). Notice they say “infrequent“. Furthermore, the USNRC has a comment period in the works which would allow the nuclear industry to expose the general public to 100 mSv of radiation annually. For external gamma exposure and x-ray (low-LET) 100 mSv and 100 mGy are considered the same. Excess cancer rates are an estimated 1% per 100 mSv according to BEIR VII (2005), and are an estimated 10% per 100 mSv, based on the new Richardson et. al. (2015) INWORKS study report. Richardson et. al. (2015) estimate 51-58% excess cancer deaths per Sievert (1000 mSv). Around half die of life-shortening cancers, making the excess cancer rate close to 100% per Sievert.
Stephen B. Comley, Sr. became outraged that the US NRC wanted the helpless in his nursing home to be left behind in the event of a nuclear accident. He’s been fighting the nuclear industry and its governmental lackeys ever since. Check out the poster on his web site. http://www.stephencomleysr.com/new-blog/

No other positions matter if the nuclear industry kills you and everything else.
In their value of life reassessment, the US NRC indicates that the older you are, and thus more likely to get cancer anyway, the less valuable your life. Putting less value on the lives of older people means that there will be more nursing and senior citizen homes in harms way. Nuclear power stations and other nuclear facilities, near the middle aged and senior citizens, will be even less likely to do safety upgrades of nuclear power stations because older people’s value of life is less. And, thus, there will be more people who can’t be evacuated. (The value of life of animals is never discussed and goes uncounted.) That’s what this means: “The NRC acknowledges that there may be unique circumstances where other dollar conversion factors may warrant consideration. For example, doses to a population whose age distribution is not representative of the general population could be subject to a different risk coefficient because health risks are directly related to the age distribution of the affected population.” (NUREG-1530, Rev. 1) THERE IT IS! THE OLDER YOU ARE, THE LESS VALUABLE IS YOUR LIFE! LONG GONE ARE THE DAYS OF RESPECT FOR ELDERS. Mr. Comley is exceptional in this regard. He’s been fighting this for close to 30 years.

Victor Stello got his – died of cancer at age 64. He died at about the right age for it to be the 15 years life-shortening effects of radiation induced cancer, described by US National Academy of Science’s BEIR VII report: http://www.nytimes.com/1999/01/25/us/victor-stello-jr-energy-official-64.html
