Then, after b), there will still be the problem of a) the nuclear waste to be secured. We live on borrowed time. Let’s shut the nuclear industry down now!

There is a Wednesday, May 27th, 1159pm ET, Deadline to Comment on new US EPA rules re In Situ Leach (ISL aka ISR) uranium mines. The new rules are supposed to require uranium mining companies to restore the water to its previous state or to the EPA clean water rules. This means that if the aquifer was initially cleaner than the EPA rules then the post-mining aquifer would not be restored to its original state. If the EPA clean water rules are weakened then this allows more pollution. Whereas for drinking water, emulating the NRC, the EPA allows dilution of contaminants, the aquifer itself would have to follow standard.

Furthermore, there are huge loopholes due to methodological and statistical game playing by the US EPA-NRC. The water quality baseline must consist of statistically significant numbers of samples and, ideally, the cleanest sample. If an average must be used then it should be the median (half above, half below), or even the mode (most frequently occurring), rather than the mean (arithmetic average). The only real way to assure a clean aquifer, however, is to allow no uranium mining. If people are returned to zones with 50 mSv radiation, then after 2 years they will have 100 mSv exposure leading to approximately one in 100 getting cancer or leukemia, according to the BEIR report. 50 mSv is a very high dose. 100 mSv over 5 years with no year exceeding 50 mSv is the ICRP rule for nuclear workers. The risk may be higher – as high as 3 per 100 according to BEIR, for 100mSv. The risk is still higher and would be unacceptable for pregnant women. Different groups have different risks for different types of cancer. Japanese data was adjusted for the US in the BEIR report, so Japanese risk is a bit different. The National Academy of Science BEIR report may be read online. Also, there is the risk from food. Any previous or additional exposures increase risk. The pro-nuclear ICRP puts the risk at around 0.7 per 100 mSv (based on memory). This, however, rounds up to one.

It is still unclear if the 250 mSv for nuclear workers is per year or per lifetime limit. Regardless, this is a high dose leading to around 2.5 or more additional cancers and leukemia per 100, based on BEIR. If it is lifetime limit then the workers are better off than in other countries. Under the 100 mSv per 5 year rule, after 45 years there would be 9 such exposures. That would be 900 mSv. 9 out of 100 would get cancer or leukemia.
