There are two things which desperately need comment at the US NRC within less than 24 hours. Deadline is 11.59 pm (23.59) ET (Washington DC) January 2. They are being sneaked through during the holiday season. This and the fact that the NRC doesn’t even know who the licenses are being transferred to (i.e. it is incorrect in the Federal Register) is reason to demand an extension. As explained below, this may have financial consequences for the US, Japan and even Romania and Argentina! It may have large radiological impacts throughout the central and eastern US, Canada, and even Europe. One or two sentences is fine. Make it your own words. They need to at least know they are being watched.

Americans and Japanese should be especially alarmed now that they are jointly responsible for any accident in either country. Because it is based on installed capacity the US and Japan will pay the most. However, Romania will also pay. And, presumably Argentina based on experimental nuclear capacity. And, eventually Morocco and the UAE once they have nuclear reactors up and running. So, not only can US NRC screw-ups impact the world with fallout, but impacts it economically as well and that’s excluding the impact that destruction of US food supplies or migration waves could have. The same is now true for Japan. The Convention just ratified by the Japanese gov and comes soon into force is the “Convention on Supplementary Compensation for Nuclear Damage”. Americans and Japanese need to see who is going to pay into this American-Japanese liability pool. While one US document claims that the US taxpayer will not pay, they almost certainly will have to, especially if there are accidents in more than one country, causing fund depletion. Americans and Japanese are also now liable for accidents in several other countries. According to the treaty it must be paid. It doesn’t appear to specify how. Additionally the deciding court is in the place where the accident occurred. “obligation on all Contracting Parties to the Convention to make available public finds according to the formula specified in Article IV.

This means that the US pays approximately one dollar for every 50 cents that Japan pays (It’s something like 99 cents and 42 cents in reality). However, US liability is capped at one third of the cost of a foreign accident. The purpose of this convention is to let nuclear service providers off the hook for liability except to the extent that they may be retroactively forced to pay into the group insurance fund. This means that everyone can dump their defective fuel on the US, Japan, Romania, Morocco, Argentina, and the UAE, and do experiments with computer programs with almost no fear – they cannot be sued. They can continue to make a killing both figuratively and literally. In the event of an accident Japan and the US pay by whatever means, as will Romania and others.

Romanian reactors for which the US and Japan are now liable:
Romanian CANDU Nuclear Reactors
Unit 1, a CANDU 6-type, was finished in 1996 and produces 705.6 MW of electricity.

It was commissioned and began operating at full power in 1996 and has had record capacity factors of 90 per cent since 2005.

Unit 2
A consortium of AECL and Ansaldo Nucleare of Italy, along with the Nuclearelectrica (SNN) SA, Romania’s nuclear public utility, was contracted in 2003 to manage the construction of the partially completed Unit 2 power plant and to commission it into service.

Four years later, Unit 2, another CANDU 6-reactor, achieved criticality on 6 May 2007[1] and was connected to the national grid on 7 August. It began operating at full capacity on 12 September 2007,[2] also producing 706MW.

Unit 2 was officially commissioned on Friday, October 5, 2007 during ceremonies attended by Romanian Prime Minister Călin Popescu-Tăriceanu and senior officials from Atomic Energy of Canada Limited (AECL).[3] This makes CNE-Cernavoda Station the third largest power producer in the country.http://en.wikipedia.org/wiki/Cernavodă_Nuclear_Power_Plant

The largest US Nuclear Reactor, Grand Gulf, is located along the Mississippi River near Port Gibson, Mississippi, famous for its church steeple, rather than for its nuclear reactor.

The new head of the US NRC will be a lawyer with an undergraduate degree in German and History! That’s just what is needed – a lawyer with zero competence in anything about biology or chemistry or engineering to supervise the largest “fleet” of nuclear reactors on earth. Obama and the NRC just continue to out-do themselves as psychotics or psychopaths. Entergy appears to be plotting a nuclear scam for two Louisiana nuclear power stations and NRC comment period is around the 2nd of January. And, if you think that the old US Congress was bad and it was, wait until you see the new one. Then everyone will know what bad and worse means. The old Congress had a few good people in key positions who could at least try to make a difference. No more. Insanely extreme legislation will get easily through both houses. And, as horrible as Obama is, what follows will most likely be worse – although that is hard to fathom. The only protection left will be the judiciary, itself partially or even largely corrupted.

On 9 August 2004, an accident occurred in a building housing turbines for the Mihama 3 reactor. Hot water and steam leaking from a broken pipe killed five workers and resulted in six others being injured. The accident had been called Japan’s worst nuclear power accident before the crisis at Fukushima I Nuclear Power Plant…. Sweden wants to double the amount that nuclear companies pay for nuclear waste in Sweden, but Vattenfall nuclear is 100% Swedish State owned! So, this is then targeting German E.ON. and a Finnish company. Vattenfall left old rusty drums of nuclear waste in the basement in Germany! It really seems that the nuclear industry is trying to come up with excuses about security failures and is more generally getting desperate. In this Spanish case the security guards for the nuclear reactors alleged injuries. In Switzerland the oldest operating nuclear reactor in the world, Beznau, has alleged that Greenpeace poked holes in their outer containment, last Spring. The outer containment must be very old and flimsy then. They use suction cups and pre-existing safety hooks, etc. And rather funny considering that the neighboring newer reactor had its inner containment punctured and no one noticed for years even though the reactor emitted higher than normal radio-iodine – supposedly a reason to check, at least for some of the period in question.
