LAST CHANCE-URGENT, Last chance Monday December 1st to object to the US government subsidizing the nuclear industry as clean energy. It is dirty from start to finish and besides producing dangerous radionuclides during the entire fuel cycle, it uses diesel for the mining and transport of the uranium and also uses energy during enrichment and for cooling or reprocessing used fuel. Additionally, there are dangerous radionuclides legally and sometime illegally emitted the entire time, and there is no solution offered other than diluting them or burying the waste and hoping it will be the problem of someone else. Note that they could store the waste properly but are clearly unwilling to spend the money.

The US EPA comment period deadline is regarding a final or close to final rule and there have been over a million comments so numbers will really probably count.

It is important to put this docket ID number on your comment: EPA-HQ-OAR-2013-0602; and to ask them to remove nuclear power support from Clean Power Plan.

According to Reuters (see below), the head of the French nuclear regulator, ASN “has regularly warned officials of the need to increase the authority’s budget and workforce, but has so far obtained only a fraction of its estimates.” They employ 1,000 and need 1,200 “to face the increased workload of the incoming 40-year review of French reactors.” He also “called for a new tax on nuclear operators that would be ringfenced for nuclear safety“.

The pro-nuclear IAEA, “mission identified some issues in need of attention or improvement“, by France’s ASN, “including the following:
The regulatory framework for the control of medical exposure should be reviewed to ensure there are no gaps and that the organizations involved are properly coordinated;
ASN’s system for reviewing and revising its regulatory framework should be strengthened;
All processes needed to deliver ASN’s mandate should be addressed in ASN’s integrated management system and fully implemented, and
New ways should be explored to ensure that ASN has the human and financial resources it needs for effective regulation of nuclear and radiation safety into the future.
The final mission report will be provided to the French Government in about three months. French authorities have announced that they will make the report public.

In Algeria people have been rioting for water and blocked the highway to an important petroleum installation. Reuters says it is the south but it’s only south of the coastal area. Water is precious. Why are we polluting it with dangerous radionuclides in dump and dilute schemes? And with fracking? It has long been held that war will soon be over clean water.

Putin continues to whine about sanctions (or that’s the impression reading through titles) which appear effectively non-existent anyway (100% Russian gov owned Rosatom continues to mine uranium in the US as Uranium One and BP, EDF, ENI and BASF (Wintershall) continue to do business as usual with Russia. The news is important but neither exciting (unless you are directly impacted), nor urgent.

New EDF CEO – What a jerk-salopard!

The new CEO of mostly state-owned EDF (Electricity of France, who also owns most of the UK’s nuclear reactors) Jean-Bernard Levy is complaining about the low energy prices in France. He said the delays at the new nuclear reactor in Flamanville could lead to higher costs to EDF. See more below. What else does anyone expect? Duh. So, Levy wants to pass off the cost of Flamanville screw-ups onto the consumer. In this case the consumer owns the majority of EDF via the French state. So, either way they pay for the Flamanville screw-ups, unless they manage to dump the cost off on the UK.

It seems that most are being misled about what’s going on in the West African Sahel, or at least the situation is more complex than we are told. One has to now wonder if the Islamists in the region were funded by France, the US, Russia and/or others to give an excuse for military intervention to stifle protest against mining and oil and gas and pipelines. On the other hand, we know that austere, puritanical Islam, exported by Saudi and the Muslim Brotherhood, has proven popular among the poor and disenfranchised who have nothing. Before the alleged arrival of Islamist extremists in the Sahel, there were Tuareg Nationalists in the region. “The raids came the day after a suicide bomber blew himself up outside a phosphate mine in the town of Bourem… The bodies of two Tuareg separatist militants were found near the village of Takabort, around 40 km (25 miles) outside Kidal on Thursday./ “We found them with their throats slit like sheep,” Algabass Ag Intalla, head of the Tuareg High Council for the Unity of Azawad (HCUA), told Reuters. “They were both HCUA militants. In February 2014, a massacre of a Malian general’s family who were ethnic Tuareg led to an ethnic conflict between Fulani Islamists and Tuareg MNLA separatists. A massacre deliberately targeting Tuareg majority civilians was carried out by Islamists killing over 30 unarmed men.http://en.wikipedia.org/wiki/Azawad Some Tuaregs want independence, others want mining to stop, and others want their fair share of mining and oil-gas revenues. In some instances Fulani have worked with Tuareg against mining and/or for independence.

Thales is 27% French State owned and 26% by Dassault Aviation. 47% is floating, of which workers are 3% and Thales is 1.8%. World Bank
In 2004 the World Bank’s Integrity Unit blacklisted Thales from any of the World Bank’s projects for one year because of its fraudulent practices in a US$6.9 million contract for the supply and maintenance of motorcycles in Cambodia.[22]
Taiwanese Naval Order
On June 10, 2011 Thales was ordered to pay 630 million euros (almost a billion US dollars) in fines after the courts heard that bribes had been paid to the Taiwanese government to win a large naval contract. To this day, this is the largest corruption case in French history.[23]
