Not only is it less than a mile, an 18 minute walk, from BP headquarters to Westminster, but former BP head, “Lord Browne” is an important man in the numerically bloated House of Lords at Westminster. These “Lords” get appointed. For hundreds of years “Lords” have been increasingly business people. It’s become like Mardi Gras Kings and Queens except they rule the UK everyday and not just one day! In the past, it seems, it was limited to really wealthy, important business people. More recently Lords are a dime a dozen, or rather two a penny.

This turtle hasn’t been knighted by the Queen nor made a lifetime peer. S/he’s not a hop, skip and jump from Buckingham Palace and Westminster. However, unlike UK “Lords” this turtle is endangered.

While this is all very interesting and probably tells us a lot about how government really works in the US, as well as some other countries, most of it seems to have happened on the watch of the Presidents Bush, so it doesn’t really answer what they might have on the Obama administration. There’s no reason that Obama should mind outing the Bushes for a coup d’etat. Recall that Bush 1 was before Clinton; Bush 2 came after. Clinton was the interregnum. Clinton was elected in 1992 and came in office in 1993; Bush 2 was elected in 2000 and came into office in 2001; Obama was elected in 2008 and came into office in 2009. BP oil spill occurred in 2010, about 14 months, after he assumed office. The other alleged oil spill was in September of 2008. That would have occurred on the Bush-Cheney watch. So, something seems missing in the Palast article. Is it in his new documentary?

In light of safety and resultant production issues in Alaska and the report on the explosion at the Texas City refinery, Peter Sutherland, BP’s non-executive chairman, accelerated the process for replacing Lord Browne, bringing the timetable forward from end-2008 (when Browne would be 60, and nominally forced to retire under BP’s rules) to July 2007. Hayward, having been termed CEO designate by both internal and media commentators, came to the fore amid the competition,[8] including Robert Dudley, chief executive of TNK-BP, the company’s Russian joint venture, and John Manzoni, head of refining and marketing.[9][10]” (Emphasis added; references at link: http://en.wikipedia.org/wiki/Tony_Hayward)

Greg Palast told us some interesting things about “Lord” Browne’s history, but what about more recently?

Browne is described by journalist and author Tom Bower as responsible for a “ruthless” programme of cost-cutting at BP that compromised safety, and thus the man most responsible for a string of major accidents including the Texas City Refinery explosion (2005) and the Deepwater Horizon explosion (2010). Bower also accuses Browne of tolerating only “sycophants” in his “corporate court”, said to include Tony Hayward who succeeded him as BP Chief Executive.[30] Browne has rejected Bower’s account, saying that he (Browne) increased the number of engineers appointed to BP.[31]

According to the Guardian newspaper,”Browne’s reputation was tarnished by a string of accidents in the US which hastened his retirement”, and Browne declined to appear in an hour-long BBC2 documentary on the Deepwater Horizon oil spill in which Tony Hayward was extensively interviewed, broadcast in November 2010.[32]….
He was appointed Group Chief Executive on 10 June 1995 after the British government sold its last remaining stake in the company. Following the merger of BP and Amoco, he became Group Chief Executive of the combined group on 31 December 1998 and served until 1 May 2007. He was one of the most highly paid executives in the UK, with a remuneration package of approximately £5.7 million in 2004Lord Browne resigned from BP on 1 May 2007,[7][8] and resigned as a non-executive director of Goldman Sachs on 10 May 2007
Browne is currently Managing Director and Managing Partner (Europe) of Riverstone Holdings LLC, and also the chairman of the British shale gas driller Cuadrilla Resources.[14]

Lord Browne was appointed as Government Lead Non-Executive in June 2010. His remit is to work with Secretaries of State to appoint non-executives to the board of each government department. [15]

He was President of the Royal Academy of Engineering from 2006 to 2011. He was elected a Fellow of the Royal Society in 2006. The new nuclear reactors in the US, France and Finland have been characterized by problems with concrete and rebar, which are well-documented. Finland seems to have worked the hardest to try to fix the screw-ups. But, like the others still seems to have satisfied itself with trying to fix the problems rather than start from scratch, which would have been the safest solution. Everyone better hope that none of these new reactors goes online.

The delays have been due to various problems with planning, supervision, and workmanship,[5] and have been the subject of an inquiry by STUK, the Finnish nuclear safety regulator.[28] The first problems that surfaced were irregularities in the foundation concrete, and caused a delay of months. Later, it was found that subcontractors had provided heavy forgings that were not up to project standards and which had to be re-cast. The term was coined in the late 1940s by the orthodox communist leader Mátyás Rákosi to describe the actions of the Hungarian Communist Party (Hungarian: szalámitaktika).[1][2] Rakosi claimed he destroyed the non-Communist parties by “cutting them off like slices of salami.”[2] By portraying his opponents as fascists (or at the very least fascist sympathizers), he was able to get the opposition to slice off its right wing, then its centrists, then the more courageous left wingers, until only those fellow travelers willing to collaborate with the Communists remained in power.[2][3]. Pumped-storage hydroelectricity (PSH) is a type of hydroelectric energy storage used by electric power systems for load balancing. The method stores energy in the form of gravitational potential energy of water, pumped from a lower elevation reservoir to a higher elevation. Low-cost off-peak electric power is used to run the pumps. During periods of high electrical demand, the stored water is released through turbines to produce electric power

Pumped storage is the largest-capacity form of grid energy storage available, and, as of March 2012, the Electric Power Research Institute (EPRI) reports that PSH accounts for more than 99% of bulk storage capacity worldwide, representing around 127,000 MW.[1] PSH reported energy efficiency varies in practice between 70% and 80%,[1][2][3][4] with some claiming up to 87%.[5]

At times of low electrical demand, excess generation capacity is used to pump water into the higher reservoir. When there is higher demand, water is released back into the lower reservoir through a turbine, generating electricity. Reversible turbine/generator assemblies act as pump and turbine (usually a Francis turbine design). Nearly all facilities use the height difference between two natural bodies of water or artificial reservoirs. Pure pumped-storage plants just shift the water between reservoirs, while the “pump-back” approach is a combination of pumped storage and conventional hydroelectric plants that use natural stream-flow.
