Is This Acceptable? This is the US EPA – NRC’s ALARA Leakage(As Low as “Reasonably” Achievable) (The UK Term is ALARP).

Under the US Definition of ALARA some leakage of nuclear facilities and dumps is allowed. For nuclear facilities the US NRC actually defines leakage in microcuries per milliliters – effectively encouraging a dilute and deceive scheme. They allow direct dumping into sewers of radionuclides, (as does the UK).  But you can’t fool Mother Nature. Many of the radionuclides build up in the environment and remain for hundreds, thousands, and even millions of years (Iodine 129).

Forget ALARA, Meet ALTA

Everyone Needs ALTA – As Little Leakage as Technologically Feasible

How Much Radiation Do You Want to Drink? How Many Radionuclides Do You Want to Breathe? This is at stake with the new EPA rules. The rules will include “facilities” such as WIPP, along with Nuclear Power Plants, and apparently any reprocessing facilities, etc. Everything but mining.

How many radionuclides do you want in your water? Or in your air? These are important questions to ask, as the US EPA is considering having a standard for radioactive water emissions from nuclear facilities and dumps. Currently there is none for water. There is no true standard for air either. There must be strict standards to restrict emissions of all radionuclides and by facility.

The US Clean Water Act allows for up to 740 Bq/liter of tritium in drinking water (radioactive, tritiated water). Less tritium if some other Beta Emitters like Cesium or Strontium are thrown in. So, don’t count on this for protection. Plus, who will pay to clean the water? Comment period ends on Sunday.

Whether air or water ALL emitted radionuclides must be tested for and emissions restricted (by facility) to ALTA – as little as technologically achievable, ideally none. Forget ALARA and ALARP which are defined with too many loopholes in them and allow leakage. Let’s change to the highest standard possible: ALTA. No loopholes! No more kidding around! Those countries which have nuclear facilities find the tax monies to subsidize the nuclear industry by billions and most are also militaristic countries, which spend unimaginably large sums of tax monies to go to war. They can certainly force companies to do restrict radioactive emissions to as little as technologically achievable (ALTA) and, if necessary, pay for the filtration equipment for older facilities, which pre-date the rules. They can certainly afford a proper, monitored waste dump. People are not allowed to shit in the streets because it’s cheaper than paying for plumbing and the water bill to flush the toilet. Why are nuclear facilities allowed to shit an endless radioactive waste stream, much of which stays in the environment for extended periods of time: hundreds and even millions of years? When speaking of the half-life of radionuclides, it is important to consider that the number of years to reach 0.78% of the original quantity is Half Life x 7; half-life x 16 years brings it to 0.0015%. Additionally, as the environment is increasingly contaminated, the body will either enter into a steady state contamination after a period of time or continue to bioaccumulate for a life-time! As the Lawrence Livermore National [Nuclear] Lab informs us: “In the case of a chronic exposure, organ and body burdens continue to build up over time until a steady state is reached where losses due to decay and excretion are balanced by intake and absorption. Cesium-137 has an effective half-life in an adult of about 110 days, and under chronic exposure conditions reaches a maximal dose contribution after about 2 years. By contrast, plutonium absorbed from the gastrointestinal or respiratory tract enters the blood stream and deposits in liver and bone with an effective half-life of 20 to 50 years. Only a small fraction of plutonium entering the blood stream is excreted in urinehttps://marshallislands.llnl.gov/glossary.php

Plumbing and hand-washing have done more for the prevention of disease than anything else. The next step is thorough filtering of the nuclear emissions, at whatever stage in the nuclear cycle. Even when nuclear energy is stopped, there will still be the waste. It too must be contained. Leakage is not acceptable. Government must assure this.

Radium was discovered in 1898 (and they started using it for all sorts of crazy things). X-rays were discovered in 1895 (and they started using it for all sorts of crazy things).

The Atomic-Nuclear Age started in the 1940s.

In 1900 only 63.0 per 100,000 population died from cancer and other malignant tumors in the US, according to US Records.

In 1914 the deaths from cancer were 79.4 per 100,000 population in the USA. Data was from those cities and/or states systematically reporting cause of death. In Kansas it was actually only 61.3 per 100,000.

In 2010, death by malignant neoplasms (cancer), in the USA, was 186.2 per 100,000. This is not an issue of reporting, as they seem to have been careful in this regard (e.g. towns under a certain size did not necessarily report). Most likely rural areas, where there would be less cancer, were mostly excluded. So, this 1914 death rate from cancer may be artificially high and the increase in cancer deaths may have been greater.

Remember that the US EPA comment deadline is for Sunday, midnight. Some commenters on the docket have mentioned that they don’t want the rules changed because they don’t want them to get worse! But, the EPA rules need to get more protective! Even the ICRP rule of 0.1 mSv would be more protective than the EPA’s 0.25 mSV, but we believe that a much lower number can be asked for – the US’ largest reactor (not largest facility as it is a single) admits to emitting “only” 0.12 mSv, so 0.1 mSv is easy and not restrictive. Some German nuclear power plants have much lower emissions and there have still been cancer clumps. And, where dilution is treated as solution, who knows how much is really being emitted? The NRC’s limits involve diluted radionuclides. Dilution cannot be the solution for radionuclides that stay in the environment for extended periods of time! At least one of the nuclear facilities is reporting actual emissions, but they appear not required to do so. We are working on several posts which we hope to get up in time to be of use to people who have not yet commented. But, the various rules and conversion factors are such as to make us drop over asleep. Currently the EPA has no standard at all regarding water emissions for nuclear facilities, and depends on the NRC. It is also important to tell them that they must count morbidity (illness) along with mortality (death) and that it must be for all radiation induced illness, not just cancer.

New Post: Supporting research which we have already discussed in the Radioactive Reindeer series, Japanese researchers have found that radiation at Fukushima caused a large drop in the white blood cell count of Fukushima monkeys, as well as a smaller drop in red blood cell count. The former would clearly impact their immunity. The first and second together suggest aplastic anemia. These monkeys are close kin to humans. The radioactive cesium contamination levels of muscles of the monkeys is well below what is considered safe for food in the US, Australia, and Canada and in most instances below what is considered safe in Europe (if it were another type of meat, of course). This shows just how much these countries are NOT looking after the good of their own people! The contamination level of the monkeys is significantly above what is allowed in Japan, because the Japanese allow about 1/10th the food contamination levels of the US, Australia and Canada. Is something wrong with this picture? Are they setting these countries up for total contamination? Is the intent genocide? Speaking of not looking after the people’s interest! Someone can start a petition asking that both Moniz and Tom d’Agostino be publicly flogged and deported to their place of origins – Portugal and Italy. Citizenship law is such in these countries that if they do not already hold these passports, they are elegible.

The Portuguese and Italians know that radiation is bad and can then set their compatriots (Moniz and Agostino) straight. It is clear that Portugal would not allow the import of German nuclear waste, nor should they. The Italian Camorra has allowed import of German radioactive sludge to Italy, but even one of them had a guilty conscience for all of the illness it caused in Italy’s Triangle of Death.

Already, how could Massachusetts born Moniz have the right to choose to poison the people of South Carolina, which is far away and has little to do with Massachusetts? But, worse, the fact that Moniz and d’Agostino both come from countries where citizenship is by blood and which are in the EU-Schengen area – meaning that they may already have and, if not, can take Portuguese and Italian citizenship and then move and work throughout Europe, including Germany, and the fact that they are selling out their supposed country (USA) seems clearly a conflict of interest; treason.

If they were deported their Portuguese, and Italian compatriots, along with German environmentalists can set them straight on the dangers of nuclear and about not dumping foreign waste on your own homeland!

Moniz was born in 1944 in Fall River, Massachusetts to Lavern (Melvin) Moniz and Ernest Polson Moniz, both of whose parents were Portuguese immigrants from São Miguel Island, Azores.http://en.wikipedia.org/wiki/Ernest_Moniz Hence, he is clearly eligible for Portuguese citizenship and probably has the passport already.

The same is true for Italy, if d’Agostino’s (or his wife’s) Italian ancestor (s) migrated post ca 1850, as the vast majority did. After selling out the US to German nuclear waste, Tom d’Agostino moved to a job at a Fluor office in South Carolina. Fluor is an operator of the Savannah River site, suggesting that they may have some sort of interest in the German Pebble Bed Reactors and/or its fuel and that he was rewarded by them for selling out the USA.

At least Tom d’Agostino is apparently in South Carolina now. Will Moniz join him to share the sufferings in a state targeted as the world’s nuclear waste dump? Moniz and d’Agostino should be sent to live and grow food near the Savannah River site, and/or Italy’s Triangle of death. Deporting them to Portugal and elsewhere in Italy is letting them off too easy!

Regardless, Moniz should be stripped of his position in the US government for selling out the USA, especially in the context of possible EU national conflict of interest, indicted and put on trial. Agostino should also be indicted and put on trial.

Since the US is largely a Common Law Jurisdiction, like the UK, Shouldn’t this Apply in the USA for Moniz and Tom d’Agostino?

Misconduct in public office is an offence at common law triable only on indictment. It carries a maximum sentence of life imprisonment. There was a major train accident just four and a half miles west of Aiken: “About 2:39 a.m. eastern standard time on January 6, 2005, northbound Norfolk Southern Railway Company (NS) freight train 192, while traveling about 47 mph through Graniteville, South Carolina, encountered an improperly lined switch that diverted the train from the main line onto an industry track, where it struck an unoccupied, parked train (NS train P22). The collision derailed both locomotives and 16 of the 42 freight cars of train 192, as well as the locomotive and 1 of the 2 cars of train P22. Among the derailed cars from train 192 were three tank cars containing chlorine, one of which was breached, releasing chlorine gas. The train engineer and eight other people died as a result of chlorine gas inhalation. About 554 people complaining of respiratory difficulties were taken to local hospitals. Of these, 75 were admitted for treatment. Because of the chlorine release, about 5,400 people within a 1-mile radius of the derailment site were evacuated for several days. Total damages exceeded $6.9 million.

The National Transportation Safety Board determines that the probable cause of the January 6, 2005, collision and derailment of Norfolk Southern train 192 in Graniteville, South Carolina, was the failure of the crew of Norfolk Southern train P22 to return a main line switch to the normal position after the crew completed work at an industry track. Contributing to the failure was the absence of any feature or mechanism that would have reminded crewmembers of the switch position and thus would have prompted them to complete this final critical task before departing the work site. Contributing to the severity of the accident was the puncture of the ninth car in the train, a tank car containing chlorine, which resulted in the release of poisonous chlorine gas.

The safety issues identified in this investigation are as follows:
• Railroad accidents attributable to improperly lined switches;

The vulnerability, under current operating practices, of railroad tank cars carrying hazardous materials.

The Port of Charleston is a seaport located in South Carolina in the Southeastern United States. The port’s facilities span three municipalities — Charleston, North Charleston, and Mount Pleasant — with five public terminals owned and operated by the South Carolina Ports Authority. These facilities handle containers; motor vehicles; and other rolling stock, non-containerized goods and project cargo, as well as Charleston’s cruise ship operation. The High Level Nuclear Waste pebble balls will have to travel, most likely by boat, up the Meuse or Rhine from Juelich, Germany (it is unclear how it will travel from Ahaus) and endanger Belgium, the Netherlands and Luxembourg, along with Germany. Juelich is approximately midway, about 30 minutes to Aachen (Aix en Chapelle), and about 30 minutes to Cologne (Koeln). Unless it is placed on a ship on the Meuse, at Juelich, it would probably have to go to Cologne by truck to load onto a ship for the Rhine. Whereas there are rumors of other ports, for the Juelich shipment, up the Meuse or Rhine to Rotterdam appears the most direct and most likely route for that part of the nuclear waste.

The only people this makes sense to are Tom D’Agostino, who now works at Fluor, operator of the SRS site, suggesting that there may be something in this crime for them and suggesting that this was his reward for selling out his country (assuming his country is still the USA and not the EU-Italy). And, apparently to the nasty piece of work, named Annette Schavan, who was stripped of her doctorate by University of Duesseldorf for alleged dissertation plagiarism (the evidence seems overwhelming, although she denies the charges). The clearest evidence of plagiarism, however, is that her dissertation was supposed to be on conscience, apparently ethics, which she clearly has none of. It was under Schavan’s watch as Federal Minister of Education and Research, in 2012, that Germany had the balls to ask for the US to take its nuclear waste balls. She is pronuclear but wants to then dump the nuclear waste on non-Germans – evil, nasty, woman. Schavan is a German National Chauvinist! Lacking the balls herself, she seems to have gotten a lackey underling, Dr. Georg Schuette, to negotiate and send the letter. We believe her to be the true culprit, because appointed by her, he only serves at her grace and that of Merkel; the party line; i.e. if he does not obey, he would be put into early retirement. In short, if Dr. Schuette had any ethics at all Schavan and Merkel most likely would have gotten shut of him. We won’t be rude enough to say what they have him by! This evil woman was recently appointed German Ambassador to the Vatican! In other words Der alt böse Feind, the devil and minions is hanging out big time in the German “Christian” Democratic Party and now even at the Vatican! In exorcism is in order. It is unclear if we should pity Germany or simply the Vatican on this one. At least Germany is shut of Schavan for now, though it is an extreme embarrassment. They are not yet shut of Schuette.

The ICRP (2007) states that if there is a “prolonged component from long-lived nuclides“, then the “standard” should be 0.1 mSv. (ICRP Publication 103 (2007) pp. 105; 116). The US nuclear lobby seems to want everyone to believe that the ICRP standard is 1 mSv, whereas 1 mSv is supposed to be the maximum for all non-background, non-medical sources, according to the ICRP standard. The US EPA currently has a standard – up for grabs right now – of 0.25 mSv (i.e. 25 mrem) – excepting the thyroid, which is seemingly walking around on its own at 0.75 mSv (i.e. 75 mrems). The US NRC actually seems more protective of the thyroid, than the EPA. Americans need to grab their chance and demand that the acceptable exposure standard be reduced from 0.25 mSV (25 mrem) to 0.0005 mSv (0.05 mrem), 0.0003 mSv (0.03 mrem), or even less, since based on the German data, it cannot be argued that it causes “hardship” to the nuclear power operators.

We examined 2012 data from one US Nuclear Power Stations which for air and liquid full body only gave a total of 0.015 mSv (1.47 mrem). However, if you add all of the organ doses together it brings it up to 0.13 mSv. This is still significantly lower than the current US 0.25 mSv standard. It is close to the IRCRP 0.1 mSv standard. Although we haven’t verified, we believe this is the one located in the poorest county – and 78% black. The German data suggests that the US Nuclear Reactors could easily do better in reducing emissions.

It is important to know, however, that there are also decisions on radiation weighting factors hidden within the sieverts. Another hidden factor seems to be life expectancy, discussed yesterday. There are surely more things hidden within the testing and modeling. The US nuclear industry appears up to no good for some reason on this, as they had the private workshops with the US EPA and US NRC on these topics. BEWARE. Why do they need to be allowed to emit more? We intend to provide as much information as we can between now and the beginning of August on the topic. Also, the low level waste US NRC standards are coming up for mid September. They are probably even more important.
