The ICRP (2007) states that if there is a “prolonged component from long-lived nuclides“, then the “standard” should be 0.1 mSv. (ICRP Publication 103 (2007) pp. 105; 116). The US nuclear lobby seems to want everyone to believe that the ICRP standard is 1 mSv, whereas 1 mSv is supposed to be the maximum for all non-background, non-medical sources, according to the ICRP standard. The US EPA currently has a standard – up for grabs right now – of 0.25 mSv (i.e. 25 mrem) – excepting the thyroid, which is seemingly walking around on its own at 0.75 mSv (i.e. 75 mrems). The US NRC actually seems more protective of the thyroid, than the EPA. Americans need to grab their chance and demand that the acceptable exposure standard be reduced from 0.25 mSV (25 mrem) to 0.0005 mSv (0.05 mrem), 0.0003 mSv (0.03 mrem), or even less, since based on the German data, it cannot be argued that it causes “hardship” to the nuclear power industry. Not like we give a rat’s ass about whether the nuclear industry has hardship – but they cannot hide behind that one!

We examined 2012 data from one US Nuclear Power Stations which for air and liquid full body only gave a total of 0.015 mSv (1.47 mrem). However, if you add all of the organ doses together it brings it up to 0.13 mSv. This is still significantly lower than the current US 0.25 mSv standard. It is close to the ICRP 0.1 mSv standard. Although we haven’t verified, we believe this is the one located in the poorest county – and 78% black. The German data suggests that the US Nuclear Reactors could easily do better in reducing emissions.
[August 3, 2014 note: The US example was based on our adding up the information for Grand Gulf Reactor, in Mississippi (2012). The J.P. Farley Unit 1 in Alabama, which we discussed in our August 2 post, reports emissions amounting to only 0.3594 mrem or 0.003594 mSv and they still emit a lot of radiation. Grand Gulf is located in Claiborne county which is 84.11% black, third in the nation. Jefferson County Mississippi, located just downriver from Grand Gulf is 86.49% black, the US county with the highest percentage of African American inhabitants, in the most African American state. It is also the most powerful nuclear reactor in the US and alone produces almost as much energy per year as both Farley Units. It is important to know, however, that there are also decisions on radiation weighting factors hidden within the sieverts. Another hidden factor seems to be life expectancy, discussed yesterday. There are surely more things hidden within the testing and modeling. The US nuclear industry appears up to no good for some reason on this, as they had the private workshops with the US EPA and US NRC on these topics. BEWARE. Why do they need to be allowed to emit more? We intend to provide as much information as we can between now and the beginning of August on the topic. Also, the low level waste US NRC standards are coming up for mid September. They are probably even more important.

According to Reuters, the Westinghouse (now Toshiba-owned) AP 1000 nuclear reactor at Sanmen, Zhejiang, China is being delayed for safety checks. There were design changes and problems with some components. In April, China’s nuclear safety commission identified problems, including failure to properly install the steam pipe on the reactor pressure vessel. (See Reuters below).

The people of the Siria Valley in Honduras may have breathed a sigh of relief in 2010 with the closure of the Canadian-owned San Martin gold mine that sits in their midst, but now they must brace themselves for further environmental destruction and depletion of their water supply. In mid-January, after two years of negotiations and opposition from civil society, a new mining law was finally approved by the Honduran Congress. The effect of the new law will be to cancel the current moratorium on mining operations and open the door to a new gold, silver and iron rush in the country. The Siria Valley will be particularly affected, as the mining company Goldcorp still holds several mining concessions around the area where the San Martin mine operated

WASHINGTON – In response to Russia’s continued attempts to destabilize eastern Ukraine and its ongoing occupation of Crimea, the U.S. Department of the Treasury today imposed a broad-based package of sanctions on entities in the financial services, energy, and arms or related materiel sectors of Russia, and on those undermining Ukraine’s sovereignty or misappropriating Ukrainian property. More specifically:

Treasury imposed sanctions that prohibit U.S. persons from providing new financing to two major Russian financial institutions (Gazprombank OAO and VEB) and two Russian energy firms (OAO Novatek and Rosneft), limiting their access to U.S. capital markets;
Treasury designated eight Russian arms firms, which are responsible for the production of a range of materiel that includes small arms, mortar shells, and tanks;
Treasury designated the “Luhansk People’s Republic” and the “Donetsk People’s Republic,” which have asserted governmental authority over parts of Ukraine without the authorization of the Government of Ukraine; and Aleksandr Borodai, the self-declared “prime minister” of the Donetsk People’s Republic, for threatening the peace, security, stability, sovereignty, and territorial integrity of Ukraine;
Treasury designated Feodosiya Enterprises, a key shipping facility in the Crimean peninsula, because it is complicit in the misappropriation of state assets of Ukraine; and
Treasury designated four Russian government officials, including Sergey Beseda, a senior Russian Federal Security Service official.

Putin remarks that sanctioning Russia is bad for US companies. This simply proves that he lacks even the tiny shreds of honor, occasionally still seen in the US and/or he lacks all sense. The point is to punish Russia. The point is not what the impact is on the countries trying to punish Russia. People did without all sorts of things during WWII to better support the war against Hitler. What a silly (and dangerous) man Putin’s become, since he got his apparently silly brainless young girlfriend. Please – someone find him a girlfriend with a brain (and a heart)! Has anyone been charting Putin’s behavior? It appears cyclical, maybe lunar, though we haven’t had time to check.

After digging around the ICRP rules a bit more, it turns out that 1 mSv is their standard for individual radiation exposure from all sources above background. It seems to be 0.3 mSv for chronic exposure from a single source, and 0.1 mSv, where long-lived radio-nuclides are involved. So, saying that the ICRP standard is 1 mSv, as we have read elsewhere and as we have stated here, is somewhat deceptive.

Germany wants to send High Level Nuclear Waste 7,215 km (4,509 miles), most likely up the Meuse or Rhine from Juelich (between Aachen and Cologne), Germany, to the Port of Rotterdam, across the Atlantic Ocean and to the Port of Charleston, and then across most of South Carolina by Railroad to Aiken, South Carolina and the Savannah River Site (SRS), to be dumped. They have decided to send some from Ahaus, Germany too! The US has no permanent nuclear dump site – since the WIPP failure, not even for its military waste. Nothing for US commercial waste, which is what Germany wants to send over – its High Level Commercial waste.

In fact, to “clean-up” the Savannah River Site, “Transuranic” waste was sent from it to WIPP, starting in the 1990s:

In the context of the Merkel spying allegations, the statement by Ms. Sylvia Kotting-Uhl, Spokesperson on Nuclear Issues in the German Bundestag for the “Bundestagsfraktion BÜNDNIS 90/ DIE GRÜNEN” on July 8, 2014 AGAINST dumping of radioactive waste in the USA is rather interesting. She says that “I can no longer accept the blanket of secrecy that Germany’s Federal Ministry of Research has thrown over this affair. Minister Wanka has to declare quickly what her plans for the disposition of the nuclear waste are“. She further notes that “Shipping the nuclear waste of the AVR to the USA is against all principles that we obliged to, last but not least by the German repository site selection act. Instead of “Spy Scandal”, Let’s talk about real issues like the ongoing Fukushima disaster, and like stopping all nuclear so there will be no more Fukushimas, and like taking responsibility for your own pre-existing nuclear waste and not dumping on others, as Germany has now made a clear habit of doing – burning its radioactive waste in Tennessee (2013), dumping radioactive sludge on Italian farmland, sending its radioactive waste to Russia. (It was sent to Russia but some was called back due to the efforts of Ms. Kotting-Uhl and others). And, of course, in those countries, the dumping is no place near the halls of power. The German waste will not be stored under the Whitehouse, nor under Congress, nor will it be stored in Obama’s backyard in Chicago.

No, Mrs. Obama doesn’t want to keep those pretty yellow German canisters in her backyard, but prefers to give the lovely yellow canisters full of highly radioactive nuclear waste balls to her relatives in South Carolina! Why is that? Aren’t they prettier than the WIPP barrels? Yellow isn’t the stylish color for your kitchen this year Mrs. Obama? You want your cousins to have last year’s radioactive yellow? How about some French nuclear waste? Surely it is more stylish? Oh — yeah, that’s been taken care of with the French Areva-Mox facility. (Expletive deleted – mostly because we can’t think of one bad enough in English)

Why isn’t this diplomatic dispute of alleged spying, for that is what it is, a diplomatic dispute, being handled privately? Probably so that Merkel can play superior and get the upper hand in some negotiations, through a political PR campaign, where she plays irate victim. The US supposedly eaves-dropping on Germany gives them the right to shit nuclear waste on the US? NOT!

Talking and saying nothing is an art; the lost art of listening also protects your own privacy. In traditional Chinese medicine, talking too much wastes life energy and leads to a shorter life. No one likes an invasion of privacy, but it has always been reality. The danger is, of course, distortion of information, but if a government or anyone else is “out to get you” they can make things up, anyway. Always have. A professor of mine, who by no standards would be called “conservative”, once spoke of legitimate CIA functions, such as the reading of local newspapers. Those who use the “CIA Factbook” are beneficiaries of their activities.

Since the alleged spying is really a diplomatic issue, its being put out in the public eye appears an attempt by the German Government to look superior or get the upper hand on something.

Waste of time and money for the US to spy on Germany? Maybe yes, maybe no. Surprising news to us, Germany let many dangerous Nazis mostly off the hook after World War II, as we’ve recently documented in other posts. (We knew, from the concerns of German academics, that there were pro-Nazi survivors in German universities). Some of the same industries, which supported Hitler, have been getting taxation favoritism from current the German government, who has refused to make them carry their fair share of tax burden in the conversion to renewable energy.

We grieve over being forced to repeatedly re-visit Germany’s past, but if the German Government-Juelich Research Institute want to ACT like Nazis, by dumping their nuclear waste on non-Germans, on poor Americans, and especially on a predominantly black and poor part of America, they are asking for just that! And, what else can they be called but Nazis? What else but white-German supremacists? Not all Germans were supporters of Hitler, but they all got that reputation. No one remembers that German Christians, who valiantly opposed Hitler, died in gas chambers, along with Jews and others. Or, hung like Dietrich Bonhoeffer. He could have stayed and taught in America, but chose to go home to be with those suffering under Hitler.  If Germans want that bad Nazi reputation again, then they can keep walking the path of dumping their nuclear waste problems on others!

As for Obama, his brain must be so open it fell out, or he figures that he will be upwind in Chicago, or he will be at the Juelich Research Institute (ironically Germany will be downwind to South Carolina):
