Nuclear Waste Partnership LLC (NWP), which runs WIPP for the US Dept. of Energy (DOE), is a URS-led (URS Energy and Construction, Inc.) consortium with partner Babcock & Wilcox Technical Services Group, Inc. (B&W) and major subcontractor AREVA Federal Services. Areva is about 90 percent French government owned (See: http://fr.wikipedia.org/wiki/Areva)

This Townhall Meeting started off more lively than last week’s. We didn’t hear the whole thing, yet. However, at about 12 minutes a lady challenges them regarding how WIPP can be re certified when it’s not supposed to leak for 10,000 years. They said that that’s after it is backfilled and sealed. Apparently it is allowed to leak until then?

But, when, and if, WIPP is closed, and there is no longer ventilation, or monitoring, is when the REAL trouble starts. It is difficult to say which is the more likely source of the radiation right now. Did someone cut a canister due to speed ups, which is leaking in the newest panel 7? Or, is the radiation from an explosion in the abandoned, backfilled, unventilated part? We will probably never know for certain. (Make sure you are adequately alert, if you watch the video, lest they entrance you by boring you. It is easy to drift off.)

The reported measured contamination in WIPP is 10,000 Disintegrations per minute of radiation on an area of 100 cm2. That means it is an area which is 10 x 10 cm in size or 4 inches by 4 inches. This is 10,000 dpm in a very small space.

An Irish charity has collected a lot of money to help the children of Chernobyl. This conflict in Ukraine also undermines that effort.

The Chemistry of the Actinide and Transactinide Elements“, Lester R. Morss, et. al. ed. Springer, 2006, p. 1817, cites Bulman, 1980, as estimating that plutonium stays in the bone for a half-time of 65 to 130 years. They think that once it is removed from the bone, it is probably recycled to the liver and to the bone, again! We assume this means if the person is still alive! Morss works or worked for the US Dept. of Energy, which means he’s probably not anti-nuclear! When they tell you that the plutonium leaked by WIPP is not a problem, just think about how old you are and how long 130 years is! Most authors give plutonium a half-life in the body of 20 to 50 years, but that means it is still there for a life-time.

According to US Gov’s Los Alamos Lab, New Mexico, May 21, 2012: “Plutonium is the most complex element in the periodic table, yet it is also one of the most poorly understood ones. But now a well-known scientific technique, nuclear magnetic resonance (NMR) spectroscopy, may turn out to be the perfect tool for uncovering some of plutonium’s mysteries… For more than 50 years, chemists and physicists have been searching for the plutonium-239 magnetic resonance signal. URS – WIPP: Know Your Contractors and Be Worried, Be Very, Very Worried

We need to stop talking about WIPP or Hanford or Sellafield, etc. and start talking contractors and subcontractors and “consortium” members who are at various sites and which ones have, or have not, messed up repeatedly and dangerously; which ones harass and fire safety workers, etc.

URS claims to be the consortium lead at both WIPP and Sellafield. Majority French govt. owned Areva is also at both of these sites. Areva was recently awarded a clean-up subcontract at Hanford (See: “Areva wins $19M conract for work on Hanford spill, The Tri-City Herald, Jan. 17, 2014” http://www.hanfordchallenge.org/newsroom/ ) Areva appears to have failed at cleaning up the radioactive water at Fukushima, but this apparently doesn’t matter when it comes to spending US taxpayer monies. It is unclear if the Japanese taxpayers get reimbursed.

And, let’s be clear – every layer of contractors adds cost or leads to cost-cutting, because those companies are in it for profit, that’s it. An exception might be Battelle, which is a nonprofit. However, Battelle sometimes works in partnership, with for-profits, such as its consortium work at Idaho National Labs, which includes URS, as well as others.

Although, at Hanford, URS is a subcontractor to Bechtel, they reportedly share profits 50/50 with Bechtel, making them more like partners. URS axed, not one but TWO safety worker-whistleblowers from Hanford. These are Donna Busche and Dr. Walt Tamosaitis. We have put excerpts from March 11, 2014 hearings about this case, below the WIPP update.

Another stupid thing at WIPP: It appears that workers weren’t trained beforehand for problems at WIPP. Why are experts from Savannah River only NOW coming to train people!? Which experts are coming? Do they know what they are doing if the WIPP workers don’t? How could they not be trained to change something so basic as the HEPA filter for the facility?!!! It is owned by the U.S. Department of Energy (DOE). Filter bank mock-up complete; HEPA filters arriving on site
Experts from the Department of Energy’s Savannah River Site arrived in Carlsbad to train WIPP employees on replacing the high-efficiency particulate air (HEPA) filters – a crucial component of the WIPP Ventilation System. New filters are required to replace those that captured material following the February 5 fire and February 14 radiation event. The Savannah River Site is utilizing their expertise in changing contaminated filters to prepare WIPP site employees for potential levels of contamination on the filters. To aid with training, WIPP constructed a mock-up of the filter bank to provide workers with hands-on experience with the process and equipment that will be used.

Shipping container maintenance
Today, waste handling employees returned to the WIPP site to remove waste packages from four containers used to ship transuranic waste. Routine surveying of shipping containers is completed periodically to allow for off-site maintenance. The containers arrived at WIPP prior to the February events. After the containers are evaluated and any maintenance work is complete, these additional containers can support the effort to remove a portion of the transuranic waste from the Los Alamos National Laboratory by the June 30 deadline.

The pattern of reprisal at Hanford is historical, well-documented, and has gotten progressively worse. It is not just about individual employees who get wrongfully terminated. It is about a broken nuclear safety culture that, if unaddressed, risks silencing employees who might otherwise reveal a nuclear safety defect that could lead to loss of life, contamination of the environment, or lead to a nuclear catastrophe.

The people before you today, Dr. Tamosaitis and Donna Busche … are acknowledged national experts. Donna Busche is listed as a ‘key personnel’ on the Waste Treatment and Immobilization Plant (WTP) project, one of only a few people whom the Department of Energy (DOE) reserves the right to approve the contractor’s hiring or termination… Both Ms. Busche and Dr. Tamosaitis have long and unblemished careers spanning 44 years for Dr. Tamosaitis and 26 years for Ms. Busche,… Ms. Busche and Dr. Tamosaitis were considered experts by their employers and were highly-compensated, essential employees until they took their concerns to contractor management officials and to the Defense Nuclear Facilities Safety Board (DNFSB). That is when the contractors began their campaigns of isolation, removal, harassment and eventually, termination. This is a textbook campaign companies wage against truth-tellers, and it should not be countenanced at a federally-funded nuclear facility – the most contaminated of its kind in the United States.

Ms. Busche and Dr. Tamosaitis are not the only ones. There are many other engineers, scientists and craft employees who have been fired, harassed and silenced at Hanford

Other, Non-nuclear, Concerns About Safety Involving URS

The I-35W bridge in Minneapolis collapsed in August 2007, killing 13 people and injuring 145. In 2003, URS had been retained by the Minnesota Department of Transportation to conduct a fatigue evaluation and a redundancy analysis of the bridge. Lawsuits filed in 2008 and 2009 cite the company with negligence. In 2010 these lawsuits were settled out of court without the finding of negligence or wrongdoing on the part of URS… The Martin Olav Sabo Bridge over Hiawatha Avenue in Minneapolis experienced failure of two if its longest support cables on February 20, 2012. URS Corporation was the design consultant for the bridge that was completed in 2007. These failures resulted in closures of Hiawatha Avenue and the adjacent light rail between Mall of America and downtown Minneapolis for safety precautions while support structures were put in place. However, the drum was still a violation of the Technical Safety Requirement (“TSR”). Upon convening a meeting of the Plant Review Committee, the committee, including Busche, notified the Department of Energy of the violation. Approximately three months later, Busche was called into a meeting with the senior DOE manager, Dave Moody, and senior URS manager, Farok Sharif, and was asked to rescind the report of the TSR violation. However, those concerns should include Swiss Nuclear Power Plants, as well, which, while phase-out is planned, are still operational. It doesn’t matter if there will be a phase out, if an accident happens before! Fessenheim is about 40 km or 25 miles from Basel, Switzerland.

As in many ancient cultures, Ukrainians worshipped a sun god (Dazhboh). The sun was important – it warmed the earth and thus was a source of all life. Eggs decorated with nature symbols became an integral part of spring rituals, serving as benevolent talismans…
The Hutsuls––Ukrainians who live in the Carpathian Mountains of western Ukraine––believe that the fate of the world depends upon the pysanka. As long as the egg decorating custom continues, the world will exist. If, for any reason, this custom is abandoned, evil––in the shape of a horrible serpent who is forever chained to a cliff–– will overrun the world. Each year the serpent sends out his minions to see how many pysanky have been created. If the number is low the serpent’s chains are loosened and he is free to wander the earth causing havoc and destruction. If, on the other hand, the number of pysanky has increased, the chains are tightened and good triumphs over evil for yet another year… Many superstitions were attached to pysanky. Pysanky were thought to protect households from evil spirits, catastrophe, lightning and fires. Pysanky with spiral motifs were the most powerful, as the demons and other unholy creatures would be trapped within the spirals forever.

Keep making those Pysanky and keep them handy! Bring out the solar power and do away with the nuclear power! Did folks forget their Pysanky before Chernobyl? The Chernobyl anniversary is 26 April. BEIJING, April 18 (Reuters) – A French utility blamed by China for failing to maintain water quality standards said on Friday it is not responsible for polluting tap water with a cancer-causing chemical.

Did anyone say Veolia was responsible for polluting the water? It doesn’t appear so. Rather, it was stated that there was a lack of oversight on their part or the benzene polluted water wouldn’t have made it to the water taps. It should have been noticed and filtered ahead of time.

Furthermore, Veolia, in conjunction with Areva, appear to have failed at adequately filtering Fukushima’s radioactive water. After over a year, this task was seemingly given to Energy Solutions, who also appear incompetent for this task. The entire world risks paying a high price if this radioactive water is not filtered. It’s not fun and games and these are supposed to be specialists who should be ready for any eventuality, i.e. éventualité. Areva is majority French-state owned, as is EDF, both in the nuclear industry. If they don’t know how to deal with foreseeable events, such as occurred with the Tepco disaster at Fukushima, there is a serious problem. And, if they were not prepared, they should have let someone else try. Worse, no one is even trying to filter the tritium, whereas the technology has long existed to do so. Areva got paid to send MOX to Fukushima and then, with Veolia, was paid to (NOT) clean it up. Although Veolia is a not state owned, the French state is Veolia’s top share holder via CDC and EDF: “On December 31, 2012 shares in Veolia Environnement were held as follows: 9.3% by Caisse des Dépôts et Consignations (primary shareholder), followed by Groupe Industriel Marcel Dassault (6.3%), Groupama (5.42%), Velo Investissement (4.73%), Électricité de France (4.22%), Veolia Environment (2.73%). On May 4, 2009, a Veolia Environmental Service’s plant in West Carrollton, Ohio exploded. The blast leveled two buildings on the property which were a laboratory and a building that had several 200,000 gallon chemical tanks. This particular plant handles fuel blending among other services. Two workers at the plant were injured in the blast.[21] The explosion caused $50 million in damage to the plant itself. More than a dozen homes up to a mile radius from the blast were also damaged due to the explosion.

An undiscussed problem of deep-sea mining, especially in the Pacific, is the risk that it will stir up radionuclides, which settled on the ocean floor from atmospheric testing of nuclear weapons, as well as stir up radionuclides from Fukushima. And, Fukushima continues to produce radioactive water, of course. And, frequently someone “accidentally” lets some radioactive water out into the ocean from Fukushima. In some parts of the ocean there are barrels of radioactive waste, which could be damaged and spilled by deep-sea mining.

Once everyone starts to understand how we have been and are being subjected to radionuclides, in most of the world, everyone’s going to be really mad.

Currently, the US EPA is accepting public comment to the beginning of June, regarding how much of the radionuclides nuclear facilities can emit into the environment. But how many are aware? How many can fathom the questions, well enough to make comment? – The US EPA request for comment is extremely poorly written and a complex topic, as well. It regards standards, which are not available for free, except maybe at a university library. You can be almost certain that no one is sending out notifications to people, either. The radionuclides allowed in food were reviewed last year and there are almost no comments listed. That was a much clearer topic. How much is emitted impacts on food and water.

If the French government called down the EDF nuclear plants in France over safety, as reported at Reuters, we think that it must be really bad! EDF is majority French gov owned and trying to build new nuclear power plants in the UK. The new build was approved by the UK but waiting EU approval, because it will be subsidized, as all nuclear must be.

Veolia which is accused, by the Chinese gov, of lack of oversight regarding a cancer causing chemical in drinking water, in China, was partner with Areva for water purification at Fukushima. Areva-Veolia were the first to fail at filtering Fukushima radioactive water. Looks like it should be Mitsubishi-Areva-Veolia and now Toshiba-Energy Solutions, who are “embarrassed” about the ongoing leaks at Fukushima.

We would also like clarification as to if the ground water being siphoned into the sea at Fukushima is diverted and siphoned before it passes through the reactor facilities and is still uncontaminated or is sent to the sea, after contamination. As the snows melt in the mountain this is supposed to be a more and more serious topic. We find the Reuters article, below, unclear on this topic.

The Guinea mining concession corruption case should be watched with interest by anyone interested in corruption and how the world works.

According to Reuters, Gunvor was only a little bit disrupted due to US sanctions imposed on its co-founder Gennady Timchenko, reputed close to Putin. According to Gunvor, Timchenko had sold his part to his colleague, Torbjorn Tornqvist, the day before sanctions were imposed. See article below.
